government_n and_o that_o not_o only_o by_o secret_a and_o indirect_a way_n but_o in_o a_o open_a and_o undisguised_a manner_n iii_o these_o evil_a counsellor_n for_o the_o advance_v and_o colour_v this_o with_o some_o plausible_a pretext_n do_v invent_v and_o set_v on_o foot_n the_o king_n be_v dispense_v power_n by_o virtue_n of_o which_o they_o pretend_v that_o according_a to_o law_n he_o can_v suspend_v and_o dispense_v with_o the_o execution_n of_o the_o law_n that_o have_v be_v enact_v by_o the_o authority_n of_o the_o king_n and_o parliament_n for_o the_o security_n and_o happiness_n of_o the_o subject_a and_o so_o have_v render_v those_o law_n of_o no_o effect_n though_o there_o be_v nothing_o more_o certain_a than_o that_o as_o no_o law_n can_v be_v make_v but_o by_o he_o to_o suspend_v a_o worthy_a divine_a without_o so_o much_o as_o cite_v he_o before_o he_o to_o make_v his_o own_o defence_n or_o observe_v the_o common_a form_n of_o process_n they_o have_v chapel_n for_o the_o exercise_n of_o the_o popish_a religion_n and_o also_o against_o all_o monastery_n and_o convent_v and_o more_o particular_o against_o the_o order_n of_o the_o jesuit_n yet_o those_o evil_a counsellor_n have_v procure_v order_n for_o the_o building_n of_o several_a church_n and_o chapel_n for_o the_o exercise_n of_o that_o religion_n they_o have_v also_o procure_v divers_a monastery_n to_o be_v erect_v and_o in_o contempt_n of_o the_o law_n they_o have_v not_o only_o set_v up_o several_a college_n of_o jesuit_n in_o divers_a place_n for_o the_o corrupt_a of_o the_o youth_n but_o have_v raise_v up_o one_o of_o the_o order_n to_o be_v a_o privy-counsellor_n and_o a_o minister_n of_o state_n by_o all_o which_o they_o do_v evident_o show_v that_o they_o be_v restrain_v by_o no_o rule_n of_o law_n whatsoever_o but_o that_o they_o have_v subject_v the_o honour_n and_o estate_n of_o the_o subject_n and_o the_o establish_v religion_n to_o a_o despotic_a power_n and_o to_o arbitrary_a government_n in_o all_o which_o they_o be_v serve_v and_o second_v by_o those_o ecclesiastical_a commissioner_n ix_o they_o have_v also_o follow_v the_o same_o method_n with_o relation_n to_o civil_a affair_n for_o they_o have_v procure_v order_n to_o examine_v all_o lord-lieutenant_n deputy-lieutenant_n sheriff_n justice_n of_o peace_n and_o all_o other_o that_o by_o their_o burgess_n in_o parliament_n and_o have_v procure_v surrender_n to_o be_v make_v of_o they_o by_o which_o the_o magistrate_n in_o they_o have_v deliver_v up_o all_o their_o right_n and_o privilege_n to_o be_v dispose_v of_o at_o the_o pleasure_n of_o those_o evil_a counsellor_n who_o have_v thereupon_o place_v new_a magistrate_n in_o those_o town_n such_o as_o they_o can_v most_o entire_o confide_v in_o and_o in_o many_o of_o they_o they_o put_v popish_a magistrate_n notwithstanding_o the_o incapacity_n under_o which_o the_o law_n have_v put_v they_o xi_o and_o whereas_o no_o nation_n whatsoever_o can_v subsist_v without_o the_o administration_n of_o good_a and_o impartial_a justice_n upon_o which_o man_n life_n liberty_n honour_n and_o estate_n do_v depend_v those_o evil_a counsellor_n have_v subject_v these_o to_o a_o arbitrary_a and_o despotic_a power_n in_o the_o most_o important_a affair_n they_o have_v study_v to_o discover_v beforehand_o the_o opinion_n of_o the_o judge_n and_o have_v turn_v out_o such_o as_o they_o find_v will_v not_o conform_v themselves_o to_o their_o intention_n and_o have_v put_v other_o in_o their_o place_n of_o who_o they_o
