open_a from_o eight_o of_o the_o clock_n in_o the_o morning_n till_o twelve_o of_o the_o clock_n at_o noon_n and_o from_o two_o of_o the_o clock_n in_o the_o afternoon_n till_o five_o of_o the_o clock_n in_o the_o afternoon_n for_o the_o due_a execution_n and_o performance_n of_o all_o and_o every_o the_o matter_n and_o thing_n in_o this_o act_n appoint_v and_o require_v exchequer_n the_o money_n collect_v to_o be_v pay_v into_o the_o receipt_n of_o the_o exchequer_n and_o it_o be_v further_a hereby_o enact_v that_o the_o say_v chief_a commissioner_n of_o excise_n or_o the_o major_a part_n of_o they_o shall_v from_o time_n to_o time_n issue_n forth_o and_o pay_v such_o sum_n and_o sum_n of_o money_n as_o shall_v from_o time_n to_o time_n be_v receive_v collect_v or_o levy_v by_o virtue_n of_o this_o act_n into_o his_o majesty_n receipt_n of_o exchequer_n provide_v always_o and_o be_v it_o enact_v issue_n person_n sue_v may_v plead_v the_o general_a issue_n that_o if_o any_o person_n or_o person_n shall_v at_o any_o time_n be_v sue_v or_o prosecute_v for_o any_o thing_n by_o he_o or_o they_o do_v or_o execute_v in_o pursuance_n of_o this_o act_n he_o or_o they_o shall_v and_o may_v plead_v the_o general_a issue_n and_o give_v this_o act_n in_o evidence_n for_o his_o defence_n and_o if_o upon_o the_o trial_n a_o verdict_n shall_v pass_v for_o the_o defendant_n or_o of_o wine_n by_o retail_n in_o tavern_n and_o other_o place_n and_o for_o the_o prevent_n of_o abuse_n therein_o be_v it_o enact_v by_o the_o king_n most_o excellent_a majesty_n by_o and_o with_o the_o consent_n of_o the_o lord_n and_o commons_o in_o parliament_n assemble_v and_o by_o the_o authority_n of_o the_o same_o that_o no_o person_n or_o person_n whatsoever_o from_o and_o after_o the_o occupation_n or_o without_o such_o mansion-house_n or_o house_n or_o such_o other_o place_n in_o he_o or_o their_o tenure_n or_o occupation_n by_o any_o colour_n craft_n or_o mean_v whatsoever_o retail_n the_o penalty_n of_o unlawful_a utter_v wine_n by_o retail_n upon_o pain_n to_o forfeit_v for_o every_o such_o offence_n the_o sum_n of_o five_o pound_n the_o one_o moiety_n of_o every_o of_o wales_n and_o town_n and_o port_n of_o berwick_n upon_o tweed_n and_o such_o person_n as_o from_o time_n to_o time_n or_o at_o any_o time_n hereafter_o shall_v be_v by_o such_o commission_n or_o commission_n as_o aforesaid_a in_o that_o behalf_n appoint_v shall_v have_v power_n and_o authority_n and_o hereby_o have_v power_n and_o authority_n to_o treat_v and_o contract_v for_o licence_n place_n as_o aforesaid_a according_a to_o the_o rule_n and_o direction_n of_o this_o present_a act_n and_o the_o true_a intent_n and_o meaning_n thereof_o and_o not_o otherwise_o any_o law_n statute_n usage_n or_o custom_n to_o the_o contrary_a in_o any_o wise_n notwithstanding_o and_o be_v it_o further_o enact_v by_o the_o authority_n aforesaid_a take_v his_o majesty_n agent_n for_o grant_v wine_n licenses_fw-la may_v grant_v licenses_fw-la not_o exceed_v 21_o year_n if_o the_o person_n so_o long_o live_v rend_a reserve_v but_o no_o â—ine_v to_o be_v take_v that_o such_o person_n as_o shall_v be_v commissioned_n and_o appoint_v by_o his_o majesty_n his_o heir_n or_o successor_n as_o aforesaid_a shall_v be_v and_o be_v call_v his_o majesty_n agent_n for_o grant_v licenses_fw-la for_o the_o grant_v but_o to_o such_o who_o shall_v personal_o use_v the_o trade_n of_o sell_v or_o utter_v of_o wine_n by_o retail_n or_o to_o the_o landlord_n and_o owner_n of_o the_o house_n where_o the_o person_n use_v such_o trade_n shall_v sell_v and_o utter_a wine_n by_o retail_n fit_a wine_n licenses_fw-la not_o assignable_a the_o king_n may_v appoint_v officer_n as_o he_o shall_v think_v fit_a nor_o shall_v the_o same_o be_v assignable_a nor_o in_o any_o wise_a beneficial_a or_o extensive_a to_o indemnify_v any_o person_n against_o the_o penalty_n of_o this_o present_a act_n except_o the_o first_o taker_n and_o be_v it_o further_o enact_v by_o the_o authority_n aforesaid_a that_o it_o shall_v and_o may_v be_v lawful_a to_o and_o for_o his_o majesty_n his_o heir_n and_o successor_n to_o constitute_v and_o appoint_v such_o and_o so_o many_o other_o officer_n and_o minister_n as_o a_o receiver_n register_n clerk_n controller_n messenger_n
and_o it_o be_v further_o provide_v and_o enact_v that_o every_o person_n or_o person_n hereby_o pardon_v may_v plead_v the_o general_n issue_n without_o special_a plead_n of_o this_o pardon_n and_o give_v this_o act_n of_o pardon_n in_o evidence_n for_o his_o discharge_n and_o that_o the_o same_o shall_v be_v thereupon_o allow_v and_o the_o advantage_n thereof_o have_v as_o full_o to_o all_o intent_n and_o purpose_n as_o if_o the_o same_o have_v be_v full_o and_o well_o plead_v and_o in_o such_o manner_n as_o any_o justice_n of_o the_o peace_n constable_n or_o other_o officer_n question_v
