for_o the_o honourable_a william_n lenthall_n esquire_n speaker_n of_o the_o honourable_a house_n of_o commons_o proposal_n of_o his_o excellency_n sir_n thomas_n fairfax_n and_o the_o general_a council_n of_o the_o army_n hold_v at_o windsor_n decemb._n 23._o 1647._o present_v to_o both_o house_n of_o parliament_n by_o colonel_n sir_n hardressse_n waller_n 24._o decemb._n 1647._o upon_o the_o late_a resolution_n in_o parliament_n concerning_o the_o take_v away_o of_o freequarter_n and_o disband_v supernumerary_n we_o find_v divers_a thing_n which_o require_v a_o further_a consideration_n in_o order_n to_o the_o more_o secure_a and_o effectual_a dispatch_n of_o that_o work_n wherein_o we_o shall_v short_o offer_v our_o humble_a advise_v and_o desire_n but_o at_o present_a we_o find_v a_o immediate_a necessity_n to_o take_v notice_n of_o what_o have_v past_a on_o tuesday_n last_o the_o 21._o instant_n in_o a_o ordinance_n prepare_v for_o the_o bring_n in_o of_o six_o month_n arrear_n of_o assessment_n by_o the_o 15._o of_o january_n next_o and_o for_o the_o take_v away_o of_o free_a quarter_n thereupon_o wherein_o we_o observe_v 1._o it_o be_v provide_v and_o ordain_v that_o no_o officer_n or_o soldier_n shall_v enter_v into_o the_o house_n of_o any_o person_n or_o person_n who_o shall_v due_o pay_v their_o assessment_n without_o his_o consent_n except_o inn_n tavern_n victualling-house_n or_o alehouse_n 2._o nor_o shall_v take_v away_o victual_n or_o other_o provision_n for_o horse_n or_o man_n without_o consent_n of_o the_o owner_n and_o due_a satisfaction_n give_v to_o he_o for_o the_o same_o as_o to_o the_o first_o of_o these_o we_o must_v desire_v the_o house_n to_o consider_v that_o if_o the_o soldiery_n must_v not_o have_v so_o much_o as_o lodging_n or_o stable_a room_n but_o at_o inn_n and_o alehouse_n without_o the_o owner_n consent_n it_o will_v follow_v 1._o that_o be_v like_a to_o fall_v out_o ofttimes_o and_o in_o many_o town_n that_o there_o will_v be_v more_o man_n or_o horse_n to_o quarter_n than_o the_o inn_n or_o alehouse_n have_v room_n for_o 2._o that_o soldier_n must_v either_o pay_v for_o their_o victual_n and_o horse_n meat_n at_o such_o rate_n as_o the_o inn_n where_o they_o quarter_n will_v reckon_v as_o to_o other_o guest_n or_o else_o give_v large_a satisfaction_n to_o the_o inn-keeper_n for_o their_o lodging_n and_o stable_n room_n so_o as_o they_o may_v have_v liberty_n to_o take_v their_o victual_n and_o horsemeat_n at_o other_o place_n where_o they_o can_v agree_v for_o it_o cheap_a otherwise_o a_o inn-keeper_n where_o the_o lodging_n or_o stable-room_n be_v take_v up_o by_o soldier_n will_v lose_v the_o whole_a benefit_n of_o his_o inn_n which_o be_v his_o livelihood_n and_o if_o the_o soldier_n either_o must_v pay_v the_o inn-keeper_n at_o the_o rate_n of_o other_o guest_n or_o satisfy_v he_o for_o his_o lodging_n and_o stable-room_n at_o such_o rate_n as_o to_o countervail_v his_o ordinary_a gain_n it_o be_v most_o evident_a that_o the_o soldier_n whole_a pay_n nor_o scarce_o the_o double_a of_o it_o will_v not_o satisfy_v at_o such_o rate_n and_o unless_o either_o the_o pay_n or_o way_n of_o quarter_n be_v such_o as_o that_o the_o soldier_n may_v above_o the_o charge_n of_o his_o victual_n or_o horse-meat_n save_v something_o for_o other_o use_n we_o believe_v few_o soldier_n will_v be_v find_v to_o serve_v that_o intend_v to_o be_v honest_a and_o we_o fear_v the_o soldiery_n that_o shall_v consider_v the_o consequence_n of_o these_o limitatition_n of_o quarter_n may_v be_v too_o apt_a to_o misunderstand_v it_o as_o if_o those_o that_o shall_v not_o have_v the_o benefit_n of_o disband_v now_o as_o supernumerary_n shall_v be_v leave_v to_o be_v worse_a than_o disband_v even_o to_o be_v necessitate_v to_o a_o sudden_a dissolution_n without_o any_o benefit_n of_o condition_n at_o all_o for_o our_o part_n if_o it_o be_v find_v that_o the_o safety_n and_o quiet_a of_o the_o kingdom_n will_v admit_v it_o we_o shall_v be_v as_o ready_a to_o disband_v all_o as_o any_o but_o while_o the_o parliament_n find_v cause_n to_o continue_v any_o force_n in_o the_o kingdom_n we_o must_v earnest_o desire_v they_o may_v have_v that_o allowance_n of_o necessary_a billet_n which_o be_v allow_v in_o all_o nation_n where_o any_o soldier_n be_v keep_v and_o particular_o that_o they_o may_v still_o be_v allow_v lodging_n and_o stable-room_n at_o such_o house_n where_o they_o shall_v by_o order_n be_v due_o and_o equal_o billet_v to_o the_o second_o particular_a in_o the_o ordinance_n aforementioned_a we_o be_v well_o satisfy_v and_o presume_v all_o soldier_n will_v be_v content_a when_o they_o shall_v be_v due_o supply_v with_o pay_n in_o hand_n wherewithal_o to_o pay_v for_o their_o victual_n and_o horse-meat_n at_o such_o rate_n as_o they_o can_v agree_v upon_o only_o we_o must_v desire_v these_o case_n may_v be_v provide_v for_o 1._o that_o for_o the_o first_o fortnight_n after_o the_o soldiery_n shall_v be_v draw_v into_o town_n and_o garrison_n and_o until_o the_o parliament_n shall_v there_o supply_v they_o with_o pay_n as_o in_o our_o late_a proposition_n to_o the_o commissioner_n they_o may_v have_v horse_n meat_n and_o man_n meat_n at_o the_o place_n where_o they_o shall_v be_v billet_v at_o the_o rate_n allow_v for_o the_o army_n which_o the_o officer_n be_v to_o undertake_v to_o see_v pay_v 2._o that_o upon_o all_o occasion_n of_o march_v where_o any_o soldier_n shall_v by_o order_n be_v billet_v not_o lie_v above_o two_o night_n at_o a_o place_n they_o may_v have_v their_o diet_n at_o the_o same_o rate_n and_o horse_n meat_n also_o if_o the_o landlord_n have_v it_o of_o his_o own_o by_o the_o appointment_n of_o his_o excellency_n sir_n thomas_n fairfax_n and_o the_o general_n council_n of_o the_o army_n jo._n rushworth_n secretary_n windsor_n 23._o decemb._n
