absent_a and_o his_o majesty_n and_o estate_n consider_v that_o the_o often_o absence_n of_o the_o most_o part_n of_o the_o council_n and_o their_o not_o attendance_n upon_o the_o charge_n and_o trust_v concrede_v unto_o they_o will_v be_v a_o great_a impediment_n and_o hindrance_n to_o his_o majesty_n service_n therefore_o his_o majesty_n with_o advice_n foresay_a declare_v that_o it_o be_v his_o special_a pleasure_n and_o command_v that_o the_o lord_n chancellor_n or_o precedent_n of_o the_o council_n to_o be_v elect_v as_o say_v be_v do_v see_v and_o provide_v that_o the_o council_n be_v frequent_a special_o in_o great_a and_o weighty_a matter_n of_o estate_n and_o if_o upon_o occasion_n that_o require_v the_o number_n of_o the_o council_n to_o be_v more_o full_a than_o the_o say_v quorum_fw-la the_o lord_n chancellor_n or_o precedent_n to_o be_v elect_v in_o manner_n foresay_a shall_v write_v to_o such_o other_o of_o the_o council_n as_o they_o think_v fit_a to_o be_v present_a and_o give_v their_o attendance_n in_o which_o case_n if_o any_o disobey_v without_o a_o licence_n obtain_v from_o his_o majesty_n or_o the_o quorum_fw-la of_o the_o council_n or_o without_o some_o reasonable_a cause_n either_o of_o which_o shall_v excuse_v their_o absence_n then_o and_o in_o that_o case_n his_o majesty_n with_o advice_n foresay_a will_n that_o the_o absent_a shall_v be_v censure_v by_o the_o say_a council_n as_o a_o neglecter_n of_o his_o majesty_n service_n and_o that_o his_o majesty_n be_v advertise_v thereof_o and_o it_o be_v declare_v that_o if_o any_o of_o the_o say_n counsellor_n place_n vaik_n by_o decease_n dimission_n or_o deprivation_n that_o his_o majesty_n in_o the_o interim_n shall_v nominate_v another_o of_o the_o same_o degree_n and_o quality_n in_o the_o vacant_a place_n with_o advice_n of_o the_o most_o part_n of_o the_o lord_n of_o privy_a council_n they_o be_v all_o present_a at_o the_o say_a election_n at_o the_o least_o lawful_o warn_v to_o that_o effect_n upon_o fifteen_o day_n warning_n conform_a to_o the_o act_n of_o parliament_n make_v thereanent_a which_o election_n make_v in_o the_o interim_n as_o say_v be_v shall_v be_v allow_v or_o disallow_v by_o his_o majesty_n with_o consent_n of_o the_o estate_n in_o the_o next_o ensue_a parliament_n as_o they_o shall_v think_v expedient_a and_o all_o be_v his_o majesty_n with_o rise_v to_o exceed_v great_a dearth_n which_o be_v allege_v to_o be_v occasion_v through_o extraordinary_a custom_n and_o imposition_n for_o remeed_o whereof_o his_o majesty_n with_o advice_n and_o consent_n of_o his_o say_n estate_n do_v discharge_v all_o and_o sundry_a whatsoever_o custom_n and_o imposition_n exact_v by_o the_o customer_n which_o be_v not_o allow_v and_o approve_v by_o the_o act_n of_o parliament_n and_o especial_o the_o late_a custom_n of_o two_o and_o a_o half_a per_fw-la centum_fw-la and_o late_o new_a imposition_n of_o four_o pound_n upon_o the_o tun_n of_o wine_n and_o all_o raise_n of_o his_o majesty_n custom_n direct_o or_o indirect_o without_o consent_n of_o parliament_n and_o because_o that_o the_o too_o much_o trouble_v of_o merchant_n estate_n and_o draw_v of_o master_n and_o mariner_n from_o their_o ordinary_a charge_n do_v much_o impede_fw-la the_o trade_n therefore_o his_o majesty_n with_o advice_n and_o consent_n foresay_a discharge_v the_o take_n of_o merchant_n master_n and_o mariner_n oath_n in_o the_o matter_n of_o custom_n and_o to_o the_o end_n that_o the_o subject_n of_o trade_n may_v not_o be_v restrain_v with_o unnecessary_a custom_n therefore_o his_o majesty_n with_o consent_n foresay_a declare_v that_o all_o good_n and_o merchandise_n import_v from_o foreign_a place_n to_o this_o kingdom_n and_o out_o pay_v inward_a custom_n shall_v be_v free_a of_o all_o outward_a custom_n according_a as_o be_v use_v in_o england_n and_o ireland_n like_o as_o his_o majesty_n declare_v that_o he_o consent_v to_o the_o act_n
