old_a french_a be_v a_o small_a piece_n of_o money_n and_o therefore_o the_o rent_n take_v by_o force_n in_o the_o border_n of_o scotland_n be_v call_v blackmayle_n and_o the_o word_n maletolt_n in_o some_o of_o our_o old_a statute_n be_v take_v in_fw-la bonam_fw-la partem_fw-la which_o speak_v of_o droitural_a maletolt_n but_o in_o what_o form_n do_v edw._n 3._o make_v his_o answer_n to_o those_o petition_n in_o divers_a form_n according_a to_o the_o diversity_n of_o the_o occasion_n and_o reason_n of_o state_n but_o always_o in_o a_o gentle_a and_o gracious_a manner_n sometime_o he_o grant_v the_o petition_n in_o part_n only_o for_o a_o certain_a time_n or_o after_o a_o certain_a time_n expire_v that_o his_o people_n may_v know_v that_o as_o he_o receive_v part_n of_o the_o petition_n so_o he_o may_v have_v reject_v the_o whole_a if_o he_o may_v have_v be_v so_o please_v sometime_o he_o grant_v the_o whole_a petition_n yet_o not_o absolute_o but_o conditional_o that_o he_o may_v receive_v a_o great_a recompense_n but_o wheresoever_o he_o do_v frank_o yield_v to_o remit_v any_o imposition_n we_o find_v in_o the_o same_o record_n a_o subsidy_n grant_v unto_o he_o of_o far_o great_a value_n and_o profit_n than_o the_o imposition_n by_o he_o remit_v wherein_o we_o perceive_v that_o he_o follow_v the_o wise_a counsel_n of_o roaboham_n old_a counsellor_n give_v in_o the_o like_a case_n of_o imposition_n 3_o king_n cap._n 12._o 12_o se_fw-la hodie_fw-la obedieris_fw-la populo_fw-la huic_fw-la et_fw-la petitioni_fw-la eorum_fw-la cesseris_fw-la locutusque_fw-la diebus_fw-la etc._n etc._n sometime_o he_o give_v a_o general_a or_o doubtful_a answer_n and_o sometime_o he_o be_v silent_a and_o give_v no_o answer_n at_o all_o so_o as_o he_o do_v never_o bind_v nor_o conclude_v himself_o by_o any_o of_o those_o answer_n to_o those_o petition_n but_o with_o such_o reservation_n as_o he_o may_v still_o make_v use_n of_o his_o prerogative_n in_o lay_v imposition_n upon_o merchandize_n to_o demonstrate_v this_o point_n more_o plain_o it_o be_v not_o amiss_o out_o of_o many_o record_n which_o i_o have_v see_v and_o whereof_o i_o have_v the_o copy_n transcribe_v out_o of_o the_o record_n themselves_o with_o my_o own_o hand_n to_o select_v and_o set_v down_o some_o of_o those_o answer_n in_o any_o of_o the_o kind_n aforesaid_a in_o 14_o edw._n 3._o cap._n 21._o 3.cap.13_n the_o commons_n pray_v the_o king_n that_o he_o will_v grant_v a_o act_n of_o parliament_n that_o no_o more_o custom_n shall_v be_v take_v for_o a_o sack_n of_o wool_n but_o a_o demi_a mark_n nor_o for_o lead_n nor_o tin_n nor_o leather_n nor_o wool-fell_n but_o the_o old_a custom_n this_o petition_n be_v general_a and_o extend_v to_o all_o staple_n commodity_n without_o exception_n of_o person_n or_o limitation_n of_o time_n but_o what_o be_v the_o king_n answer_n that_o from_o the_o feast_n of_o pentecost_n which_o come_v unto_o a_o year_n neither_o he_o nor_o his_o heir_n shall_v take_v of_o any_o englishman_n for_o a_o sack_n of_o wool_n more_o custom_n than_o the_o half_a mark_n upon_o wool-fell_n and_o leather_n no_o more_o than_o the_o old_a custom_n here_o this_o petition_n be_v grant_v but_o in_o part_n first_o in_o respect_n of_o the_o person_n for_o englishman_n only_o be_v favour_v and_o stranger_n be_v omit_v second_o only_o in_o respect_n of_o the_o commodity_n for_o wool-fell_n and_o leather_n only_o be_v exempt_v and_o tin_n and_o lead_n remain_v to_o be_v charge_v as_o before_o three_o in_o respect_n of_o the_o time_n for_o the_o king_n continue_v his_o imposition_n former_o lay_v for_o a_o year_n and_o more_o notwithstanding_o that_o petition_n but_o let_v we_o see_v withal_o what_o the_o king_n do_v gain_v in_o parliament_n upon_o yield_v to_o the_o people_n petition_n but_o in_o part_n in_o the_o first_o session_n of_o this_o parliament_n it_o be_v grant_v that_o every_o man_n who_o shall_v ship_v wool_n over_o the_o sea_n shall_v find_v surety_n to_o bring_v in_o upon_o his_o first_o return_n for_o every_o sack_n of_o wool_n two_o mark_n of_o silver_n plate_n or_o bullion_n and_o to_o deliver_v it_o to_o the_o king_n executor_n and_o in_o the_o next_o session_n there_o be_v grant_v unto_o he_o the_o nine_o fleece_n the_o nine_o lamb_n and_o the_o nine_o sheaf_n of_o corn_n throughout_o the_o realm_n which_o the_o people_n do_v often_o time_n redeem_v with_o a_o gift_n of_o twenty_o thousand_o sack_n of_o wool_n here_o we_o see_v the_o fruit_n that_o the_o king_n make_v by_o follow_v of_o between_o the_o lord_n and_o commons_o in_o the_o white_a chamber_n at_o westmin_n where_o after_o a_o short_a parliament_n say_v the_o record_n 29_o edw._n 3._o rol._n parliament_n numb._n 11._o in_o arch._n turris_n it_o be_v conclude_v that_o the_o king_n shall_v have_v a_o great_a subsidy_n out_o of_o wool_n wool-fell_n and_o leather_n for_o six_o year_n so_o as_o during_o that_o time_n the_o
