yearly_a annuity_n rent_n or_o payment_n shall_v commence_v from_o the_o 24_o of_o june_n next_o ensue_v and_o shall_v be_v pay_v and_o payable_a at_o the_o four_o most_o usual_a feast_n of_o the_o division_n require_v they_o to_o be_v assessor_n of_o every_o the_o rate_n and_o duty_n by_o this_o act_n impose_v and_o shall_v prefix_v a_o certain_a day_n and_o place_n for_o the_o assessor_n to_o appear_v before_o they_o and_o to_o bring_v in_o their_o certificate_n in_o write_v of_o the_o name_n and_o surname_n of_o every_o person_n dwell_v within_o the_o limit_n of_o those_o place_n with_o which_o they_o shall_v be_v charge_v and_o of_o the_o value_n of_o every_o of_o they_o in_o ready_a money_n debt_n good_n chattel_n or_o other_o personal_a estate_n except_o before_o except_v or_o in_o public_a office_n or_o employment_n and_o the_o same_o assessor_n be_v also_o hereby_o require_v to_o inform_v themselves_o by_o all_o lawful_a way_n of_o the_o full_a yearly_a value_n of_o all_o manor_n message_n land_n and_o tenement_n as_o also_o of_o all_o quarry_n mine_n of_o coal_n tin_n or_o lead_n copper_n mundick_n or_o other_o mine_n iron-work_n salt-spring_n and_o salt-work_n allom-mine_n and_o work_n park_n chase_n warren_n wood_n underwood_n and_o coppice_n and_o all_o fishing_n tithe_n toll_n annuity_n and_o other_o yearly_a profit_n and_o of_o all_o hereditament_n of_o what_o nature_n soever_o lie_v or_o be_v in_o the_o limit_n with_o which_o they_o shall_v be_v charge_v and_o be_v so_o thereof_o ascertain_v they_o be_v to_o assess_v the_o say_v manor_n land_n and_o premise_n before_o appoint_v to_o be_v charge_v after_o the_o rate_n of_o 4_o s._n for_o every_o 20_o s._n of_o the_o full_a yearly_a value_n as_o aforesaid_a and_o to_o bring_v with_o they_o a_o certificate_n in_o write_v of_o their_o say_a assessment_n and_o shall_v then_o also_o return_v the_o name_n of_o two_o or_o more_o able_a person_n live_v within_o the_o limit_n of_o those_o parish_n or_o place_n where_o they_o shall_v be_v chargeable_a to_o be_v collector_n of_o the_o money_n to_o be_v pay_v to_o their_o majesty_n by_o this_o act_n for_o who_o pay_v to_o the_o head-collector_n such_o money_n as_o they_o shall_v be_v chargeable_a withal_o the_o parish_n wherein_o they_o be_v so_o employ_v shall_v be_v answerable_a duty_n penalty_n of_o assessor_n for_o neglect_v their_o duty_n and_o if_o any_o of_o the_o assessor_n as_o aforesaid_a appoint_v refuse_v to_o serve_v or_o make_v default_n at_o the_o time_n appoint_v for_o his_o appearance_n not_o have_v a_o lawful_a excuse_n to_o be_v witness_v by_o the_o oath_n of_o two_o credible_a witness_n which_o two_o or_o more_o of_o the_o say_a commissioner_n have_v power_n to_o administer_v or_o shall_v not_o perform_v his_o duty_n every_o such_o assessor_n
shall_v for_o so_o neglect_v or_o refuse_v forfeit_v to_o their_o majesty_n such_o sum_n as_o the_o say_a commissioner_n or_o the_o major_a part_n of_o they_o shall_v think_v fit_a not_o exceed_v 20_o l._n nor_o under_o 10_o l._n to_o be_v levy_v by_o distress_n and_o sale_n of_o the_o offender_n good_n and_o chattel_n in_o like_a manner_n as_o be_v appoint_v for_o levy_v the_o several_a rate_n herein_o mention_v in_o case_n of_o refusal_n of_o payment_n and_o every_o assessor_n as_o afore_o appoint_v before_o he_o take_v upon_o he_o the_o execution_n of_o the_o say_a employment_n shall_v take_v the_o oath_n require_v to_o be_v take_v in_o a_o act_n make_v in_o the_o first_o year_n of_o their_o majesty_n reign_n entitle_v a_o act_n for_o the_o abrogate_a the_o oath_n of_o supremacy_n and_o allegiance_n and_o appoint_v other_o oath_n take_v oath_n to_o be_v take_v and_o also_o take_v the_o oath_n follow_v you_o shall_v swear_v well_o and_o true_o to_o execute_v the_o duty_n of_o a_o assessor_n and_o to_o cause_v the_o rate_n and_o duty_n impose_v by_o a_o act_n entitle_v a_o act_n for_o grant_v to_o their_o majesty_n a_o aid_n of_o 4_o s._n in_o the_o pound_n for_o one_o year_n for_o carry_v on_o a_o vigorous_a war_n against_o france_n to_o be_v due_o and_o impartial_o assess_v according_a to_o the_o best_a of_o your_o skill_n and_o knowledge_n and_o therein_o you_o shall_v spare_v no_o person_n for_o favour_n or_o affection_n nor_o any_o person_n grieve_v for_o hatred_n or_o illwill_a so_o help_v you_o god_n vi_o 1693._o certificate_n to_o be_v return_v to_o the_o commissioner_n by_o the_o 5_o of_o march_n 1693._o the_o rate_n and_o assessment_n upon_o all_o ready_a money_n debt_n good_n chattel_n personal_a estate_n and_o public_a office_n and_o employment_n of_o profit_n charge_v by_o this_o act_n shall_v be_v ascertain_v and_o the_o certificate_n thereof_o return_v to_o the_o commissioner_n upon_o or_o before_o the_o 5_o of_o march_n 1693._o unless_o the_o commissioner_n shall_v think_v fit_a to_o give_v far_a time_n and_o also_o the_o assessment_n of_o 4_o s._n in_o the_o pound_n of_o the_o yearly_a value_n of_o all_o manor_n message_n tenement_n hereditament_n and_o premise_n charge_v by_o this_o act_n shall_v be_v ascertain_v and_o the_o certificate_n return_v in_o to_o the_o commissioner_n on_o or_o upon_o the_o 5_o day_n of_o march_n aforesaid_a unless_o the_o commissioner_n shall_v think_v fit_a to_o give_v far_a time_n and_o upon_o return_n of_o such_o certificate_n any_o three_o or_o more_o of_o the_o commissioner_n may_v examine_v the_o presenter_n thereof_o if_o they_o see_v cause_n return_v commissioner_n to_o examine_v suspect_v return_v and_o if_o at_o the_o return_n of_o the_o certificate_n or_o within_o twenty_o day_n after_o they_o shall_v have_v cause_n to_o suspect_v that_o any_o person_n or_o any_o manor_n land_n or_o other_o the_o premise_n which_o ought_v to_o be_v charge_v be_v omit_v or_o that_o any_o person_n be_v of_o a_o great_a estate_n or_o any_o the_o land_n or_o other_o premise_n be_v of_o great_a yearly_a value_n the_o say_a commissioner_n or_o any_o three_o of_o they_o may_v summon_v such_o person_n or_o the_o owner_n of_o such_o manor_n or_o other_o premise_n to_o appear_v before_o they_o and_o if_o they_o neglect_v to_o appear_v not_o have_v a_o reasonable_a excuse_n every_o person_n so_o make_v default_n appear_v penalty_n of_o the_o person_n not_o appear_v shall_v pay_v to_o their_o majesty_n double_a the_o sum_n he_o shall_v have_v be_v rate_v at_o and_o the_o say_a commissioner_n or_o the_o major_a part_n of_o they_o shall_v have_v power_n to_o examine_v into_o the_o estate_n of_o such_o person_n and_o the_o value_n of_o such_o premise_n chargeable_a by_o this_o act_n and_o to_o set_v such_o rate_n thereon_o as_o shall_v be_v chargeable_a by_o this_o act._n vii_o and_o the_o say_a commissioner_n begin_v collect_v the_o duty_n at_o 4_o quarterly_a payment_n and_o when_o to_o begin_v or_o any_o two_o of_o they_o shall_v issue_v out_o their_o warrant_n for_o the_o collect_v the_o rate_n and_o assessment_n in_o respect_n of_o the_o personal_a estate_n office_n and_o employment_n and_o also_o of_o the_o pound_n rate_v to_o be_v charge_v upon_o land_n tenement_n and_o other_o the_o premise_n as_o aforesaid_a at_o four_o quarterly_a payment_n the_o first_o to_o be_v on_o the_o 26_o of_o march_n 1694._o or_o within_o twenty_o day_n after_o pay_v into_o their_o majesty_n exchequer_n the_o second_o payment_n by_o the_o 20_o day_n of_o june_n next_o ensue_v or_o within_o twenty_o day_n after_o the_o three_o on_o the_o 20_o day_n of_o september_n next_o ensue_v or_o within_o twenty_o day_n after_o and_o the_o last_o payment_n to_o be_v on_o the_o 20_o of_o december_n or_o within_o twenty_o day_n after_o viii_o the_o sub-collector_n may_v retain_v 3_o d._n fee_n sub-collectors_a and_o receiver_n general_n fee_n for_o each_o 20_o s._n he_o collect_v as_o a_o reward_n for_o his_o pain_n and_o shall_v not_o travel_v above_o ten_o mile_n for_o payment_n of_o any_o money_n by_o he_o receive_v and_o the_o head-collector_n shall_v be_v nominate_v by_o the_o receiver_n general_n of_o the_o county_n which_o receiver_n general_n shall_v be_v answerable_a for_o all_o money_n receive_v by_o the_o collector_n of_o the_o say_a county_n and_o the_o receiver_n general_n shall_v have_v 2_o d._n in_o the_o pound_n for_o all_o money_n pay_v by_o he_o into_o the_o exchequer_n on_o or_o before_o the_o time_n prefix_v in_o this_o act._n ix_o fee_n commissioner_n clerk_n fee_n the_o commissioner_n clerk_n shall_v for_o writing_n warrant_v certificate_n and_o duplicate_v by_o warrant_n under_o two_o or_o more_o of_o the_o commissioner_n hand_n receive_v from_o the_o respective_a receiver_n general_n 1_o d._n in_o the_o pound_n for_o such_o money_n as_o they_o shall_v have_v receive_v x._o payment_n penalty_n of_o refuse_v payment_n upon_o refusal_n to_o pay_v as_o by_o act_n assess_v it_o shall_v be_v lawful_a to_o distrain_v and_o the_o distress_n to_o sell_v within_o four_o day_n and_o moreover_o it_o shall_v be_v lawful_a to_o break_v open_a in_o the_o daytime_n any_o house_n and_o upon_o warrant_n under_o the_o hand_n and_o seal_n of_o two_o or_o more_o of_o the_o say_a commissioner_n any_o chest_n trunk_n box_n or_o other_o thing_n where_o any_o such_o good_n be_v calling_z the_o constables_z or_o headborough_n to_o their_o assistance_n where_o any_o refusal_n or_o resistance_n shall_v be_v make_v rent_n tenant_n to_o deduct_v out_o of_o their_o rent_n the_o several_a tenant_n which_o shall_v be_v rate_v by_o virtue_n of_o this_o act_n be_v hereby_o require_v to_o pay_v such_o money_n as_o shall_v be_v rate_v upon_o such_o house_n and_o premise_n and_o deduct_v out_o of_o the_o rent_n so_o much_o of_o the_o say_a rate_n as_o in_o respect_n of_o the_o say_a rent_n of_o every_o such_o house_n or_o land_n the_o landlord_n ought_v to_o bear_v and_o all_o landlord_n be_v hereby_o require_v to_o allow_v such_o deduction_n upon_o receipt_n of_o the_o residue_n of_o their_o rent_n xi_o appeal_v within_o what_o time_n to_o appeal_v if_o any_o person_n by_o this_o act_n sess_v do_v find_v himself_o grieve_v by_o such_o assess_n and_o do_v within_o ten_o day_n after_o demand_n of_o the_o same_o complain_v to_o the_o commissioner_n the_o say_a commissioner_n or_o any_o three_o or_o more_o of_o they_o so_o as_o the_o major_a part_n of_o the_o commissioner_n who_o sign_v the_o rate_n be_v present_a shall_v have_v power_n within_o ten_o day_n after_o such_o complaint_n to_o examine_v any_o person_n upon_o oath_n of_o their_o real_a or_o personal_a estate_n and_o upon_o examination_n and_o knowledge_n thereof_o to_o abate_v or_o enlarge_v the_o same_o assessment_n and_o the_o same_o so_o abate_v or_o enlarge_v shall_v be_v estreat_v into_o the_o exchequer_n as_o aforesaid_a penalty_n appeal_v to_o be_v final_a collector_n neglect_v or_o refuse_v his_o penalty_n and_o appeal_v once_o determine_v to_o be_v final_a xii_o if_o any_o collector_n shall_v neglect_v or_o refuse_v to_o pay_v any_o money_n by_o he_o receive_v as_o by_o this_o act_n be_v direct_v or_o shall_v detain_v any_o money_n and_o not_o pay_v the_o same_o at_o such_o time_n as_o be_v hereby_o direct_v the_o commissioner_n of_o each_o county_n or_o any_o two_o or_o more_o of_o they_o be_v hereby_o empower_v to_o imprison_v the_o person_n and_o seize_v the_o estate_n both_o real_a and_o personal_a of_o such_o collector_n to_o he_o belong_v or_o which_o shall_v descend_v or_o come_v to_o his_o heir_n or_o executor_n and_o to_o give_v notice_n and_o appoint_v a_o time_n for_o the_o sale_n thereof_o and_o to_o satisfy_v and_o pay_v into_o the_o hand_n of_o the_o receiver_n general_n so_o much_o as_o shall_v be_v detain_v by_o the_o
heir_n and_o successor_n and_o shall_v not_o be_v charge_v or_o chargeable_a with_o any_o gift_n grant_v or_o pension_n whatsoever_o the_o lottery_n act._n i._o stat._n 5_o &_o 6_o w._n &_o m._n sess_n 5._o cap._n 1._o from_o and_o after_o the_o 25_o day_n of_o march_n 1694._o there_o shall_v be_v raise_v levy_a collect_v and_o pay_v unto_o their_o majesty_n until_o the_o 17_o day_n of_o may_n which_o shall_v be_v in_o the_o year_n 1697._o and_o no_o long_o for_o salt_n the_o rate_n and_o duty_n follow_v viz._n ii_o gallon_n foreign_a salt_n 3_o d._n per_fw-la gallon_n three_o penny_n shall_v be_v pay_v by_o the_o importer_n for_o every_o gallon_n of_o salt_n not_o be_v of_o the_o product_n or_o manufacture_n of_o this_o kingdom_n that_o shall_v be_v import_v after_o the_o say_v 25_o of_o march_n over_o and_o above_o the_o present_a duty_n now_o payable_a for_o salt_n import_v iii_o racover_v forfeiture_n and_o how_o to_o be_v racover_v the_o duty_n hereby_o set_v on_o all_o foreign_a and_o import_v salt_n shall_v be_v pay_v in_o ready_a money_n upon_o entry_n make_v before_o the_o land_n and_o if_o any_o be_v land_v before_o due_a entry_n with_o the_o collector_n or_o before_o the_o duty_n satisfy_v or_o without_o a_o warrant_n for_o the_o land_n the_o same_o first_o sign_v by_o the_o collector_n in_o the_o port_n the_o same_o or_o the_o value_n to_o be_v forfeit_v and_o to_o be_v recover_v in_o such_o manner_n as_o any_o forfeiture_n be_v to_o be_v recover_v mention_v in_o a_o act_n of_o 12_o car._n 2._o entitle_v a_o act_n for_o the_o take_v away_o the_o court_n of_o ward_n and_o livery_n and_o tenor_n in_o capite_fw-la money_n allowance_n for_o payment_n in_o ready_a money_n etc._n etc._n or_o by_o any_o other_o statute_n now_o in_o force_n relate_v to_o the_o revenue_n of_o excise_n nevertheless_o such_o importer_n of_o foreign_a salt_n shall_v have_v six_o month_n time_n for_o the_o payment_n give_v security_n to_o the_o collector_n but_o if_o he_o pay_v ready_a money_n he_o shall_v have_v 10_o l._n per_fw-la cent._n abate_v iv_o gallon_n inland_a salt_n 1_o d_o ob_fw-la per_fw-la gallon_n every_o gallon_n of_o salt_n and_o rock-salt_n make_v within_o this_o kingdom_n shall_v pay_v one_o penny_n halfpenny_n and_o after_o that_o rate_n for_o a_o great_a or_o lesser_a quantity_n v._o manage_v duty_n by_o who_o to_o be_v manage_v the_o duty_n upon_o salt_n shall_v be_v manage_v by_o the_o commissioner_n of_o the_o excise_n and_o the_o collector_n shall_v be_v appoint_v under_o their_o hand_n and_o seal_n vi_o all_o maker_n and_o proprietor_n of_o salt_n and_o rock-salt_n shall_v make_v true_a entry_n with_o the_o officer_n hereby_o appoint_v of_o the_o quantity_n of_o salt_n by_o they_o make_v or_o take_v out_o of_o the_o pit_n and_o shall_v have_v a_o warrant_v gratis_o under_o the_o hand_n and_o seal_n of_o the_o officer_n impower_v such_o maker_n or_o proprietor_n to_o carry_v away_o the_o same_o before_o it_o shall_v be_v remove_v salt_n allowance_n for_o present_a payment_n of_o inlandy_n salt_n the_o say_a warrant_n to_o be_v give_v upon_o payment_n or_o security_n of_o payment_n within_o six_o month_n after_o such_o entry_n provide_v if_o any_o person_n at_o the_o time_n of_o entry_n and_o delivery_n shall_v pay_v down_o the_o duty_n hereby_o impose_v he_o shall_v be_v allow_v at_o the_o rate_n of_o 10_o l._n per_fw-la cent._n vii_o it_o shall_v be_v lawful_a for_o the_o officer_n by_o this_o act_n appoint_v to_o seize_v all_o such_o salt_n which_o shall_v be_v convey_v away_o before_o entry_n make_v without_o warrant_n of_o the_o commissioner_n or_o other_o collector_n and_o the_o salt_n that_o shall_v be_v so_o seize_v entry_n seizure_n for_o default_n of_o entry_n shall_v be_v bring_v to_o the_o office_n next_o the_o place_n where_o such_o salt_n shall_v be_v so_o seize_v and_o there_o detain_v and_o if_o the_o same_o be_v not_o claim_v by_o the_o true_a owner_n within_o ten_o day_n after_o seizure_n it_o shall_v be_v forfeit_v and_o sell_v by_o the_o next_o general_a day_n of_o sale_n to_o be_v appoint_v by_o the_o commissioner_n or_o their_o officer_n one_o moiety_n to_o the_o use_n of_o their_o majesty_n the_o other_o to_o he_o that_o seize_v the_o same_o and_o if_o the_o owner_n shall_v claim_v the_o same_o within_o ten_o day_n and_o shall_v not_o make_v it_o appear_v before_o the_o next_o justice_n of_o peace_n in_o the_o county_n where_o such_o seizure_n be_v by_o the_o oath_n of_o one_o or_o more_o witness_n that_o the_o salt_n be_v due_o enter_v and_o that_o there_o be_v a_o warrant_n for_o carry_v away_o the_o same_o than_o it_o shall_v be_v forfeit_v and_o dispose_v as_o aforesaid_a and_o he_o that_o carry_v or_o cause_v it_o to_o be_v convey_v away_o shall_v forfeit_v double_a the_o value_n viii_o salt_n retailer_n ship_v off_o salt_n no_o retailer_n shall_v be_v permit_v to_o ship_v off_o any_o salt_n to_o be_v send_v to_o any_o port_n in_o england_n or_o wales_n or_o to_o berwick_n before_o he_o have_v make_v it_o appear_v by_o oath_n or_o otherwise_o before_o the_o commissioner_n or_o their_o officer_n or_o some_o or_o one_o of_o they_o that_o the_o duty_n of_o such_o salt_n be_v pay_v or_o secure_v or_o that_o it_o be_v buy_v of_o some_o other_o retailer_n or_o shopkeeper_n that_o have_v pay_v the_o duty_n ix_o kingdom_n master_n of_o ship_n duty_n for_o transport_v salt_n from_o one_o port_n to_o another_o in_o this_o kingdom_n the_o master_n and_o commander_n of_o any_o ship_n or_o vessel_n that_o shall_v after_o the_o 25_o day_n of_o march_n aforesaid_a transport_v any_o salt_n from_o one_o port_n to_o another_o in_o england_n wales_n or_o berwick_n shall_v before_o land_v it_o deliver_v to_o the_o collector_n of_o this_o duty_n in_o the_o say_a port_n a_o true_a particular_a of_o the_o quantity_n thereof_o sign_v by_o the_o collector_n of_o this_o duty_n and_o the_o officer_n of_o the_o custom_n in_o that_o port_n from_o whence_o the_o vessel_n come_v and_o that_o then_o the_o master_n or_o his_o mate_n or_o the_o boatswain_n of_o such_o ship_n or_o vessel_n shall_v make_v oath_n before_o the_o commissioner_n or_o their_o officer_n or_o one_o of_o they_o that_o to_o his_o knowledge_n there_o have_v not_o be_v take_v into_o the_o say_a ship_n any_o salt_n since_o he_o or_o they_o come_v from_o such_o port_n and_o if_o such_o ship_n be_v to_o deliver_v her_o salt_n part_n at_o one_o port_n and_o part_n at_o another_o than_o the_o collector_n of_o this_o duty_n and_o the_o officer_n of_o the_o custom_n where_o such_o part_n shall_v be_v deliver_v shall_v gratis_o certify_v on_o the_o cocket_a transire_fw-la or_o other_o warrant_n or_o by_o certificate_n under_o hand_n and_o seal_n of_o the_o officer_n what_o quantity_n of_o the_o salt_n mention_v in_o the_o cocket_a whence_o such_o ship_n come_v have_v be_v there_o land_v upon_o forfeiture_n of_o double_a the_o value_n of_o the_o salt_n that_o shall_v be_v otherwise_o deliver_v x._o for_o all_o such_o fish_n hereafter_o mention_v as_o shall_v be_v export_v during_o the_o continuance_n of_o the_o duty_n upon_o salt_n by_o this_o act_n from_o any_o port_n or_o place_n in_o england_n wales_n and_o berwick_n into_o part_n beyond_o the_o sea_n shall_v be_v pay_v these_o rate_n viz._n  _fw-fr l._n s._n s._n every_o vessel_n of_o pilchard_n or_o scad_n contain_v 50_o gallon_n 00_o 12_o 00_o sea_n duty_n upon_o fish_n export_v beyond_o sea_n every_o barrel_n of_o white_a herring_n 00_o 02_o 06_o every_o barrel_n of_o red_a herring_n 00_o 02_o 00_o every_o barrel_n of_o salmon_n 00_o 05_o 00_o every_o hundred_o of_o codfish_n ling_n conger_n or_o hake_n 00_o 15_o 00_o and_o so_o proportionable_o for_o a_o great_a or_o small_a number_n or_o quantity_n pay_v how_o and_o by_o who_o to_o be_v pay_v shall_v be_v pay_v by_o the_o officer_n appoint_v to_o collect_v the_o duty_n upon_o salt_n payable_a by_o this_o act_n in_o the_o same_o port_n from_o whence_o any_o such_o fish_n shall_v be_v export_v within_o thirty_o day_n after_o demand_v thereof_o on_o a_o debenture_n to_o be_v prepare_v by_o the_o collector_n of_o the_o custom_n where_o such_o fish_n shall_v be_v export_v and_o verify_v by_o the_o searcher_n there_o as_o to_o the_o quantity_n of_o fish_n actual_o ship_v and_o the_o oath_n of_o the_o exporter_n shall_v be_v first_o take_v before_o the_o principal_a officer_n of_o the_o say_a port_n take_v the_o exporter_n oath_n to_o be_v take_v before_o the_o debenture_n be_v allow_v that_o the_o fish_n in_o real_o export_v to_o part_n beyond_o sea_n and_o not_o intend_v to_o be_v reland_v in_o england_n wales_n or_o berwick_n and_o if_o the_o officer_n
