of_o comfort_n and_o peace_n to_o we_o but_o it_o may_v be_v we_o be_v not_o able_a to_o receive_v it_o the_o minister_n may_v preach_v peace_n but_o it_o may_v be_v we_o be_v not_o able_a to_o take_v it_o but_o a_o good_a conscience_n speak_v peace_n and_o effect_v it_o it_o do_v not_o only_o speak_v it_o but_o it_o put_v it_o into_o our_o heart_n it_o prop_v we_o up_o in_o all_o misery_n in_o sickness_n yea_o in_o death_n itself_o a_o good_a conscience_n than_o make_v we_o hold_v up_o our_o head_n when_o all_o the_o world_n shall_v be_v confound_v a_o good_a conscience_n will_v bear_v we_o nevertheless_o we_o must_v here_o distinguish_v the_o bond_n of_o conscience_n be_v either_o primarie_n and_o supreme_a or_o secondary_a and_o relative_a 1._o the_o primarie_n and_o supreme_a bond_n of_o conscience_n be_v only_a god_n word_n and_o law_n that_o only_o be_v the_o supreme_a bond_n of_o conscience_n 12._o there_o be_v one_o lawgiver_n who_o be_v able_a to_o save_v or_o to_o destroy_v who_o be_v thou_o that_o judge_v another_o that_o be_v there_o be_v but_o one_o supreme_a lawgiver_n to_o bind_v the_o conscience_n of_o man_n and_o that_o be_v god_n and_o the_o reason_n be_v give_v because_o it_o be_v god_n only_o who_o be_v able_a to_o save_v and_o to_o destroy_v as_o if_o he_o have_v say_v god_n only_o have_v power_n over_o life_n and_o death_n either_o to_o save_v a_o man_n for_o ever_o or_o destroy_v a_o man_n for_o ever_o and_o to_o judge_v a_o man_n according_a to_o all_o that_o he_o have_v do_v and_o therefore_o he_o only_o can_v make_v law_n to_o bind_v the_o conscience_n of_o man_n 2._o now_o the_o secondary_a or_o relative_a bond_n of_o conscience_n be_v when_z other_o who_o have_v authority_n from_o god_n bind_v conscience_n to_o this_o or_o that_o i_o call_v this_o a_o relative_a bond_n because_o it_o be_v only_o in_o relation_n to_o the_o authority_n of_o god_n for_o though_o man_n can_v challenge_v any_o do_n or_o omission_n contrary_a to_o their_o law_n to_o be_v sin_n yet_o if_o they_o have_v authority_n from_o god_n to_o command_v any_o thing_n than_o they_o become_v beam_n and_o part_n of_o god_n law_n and_o do_v by_o virtue_n of_o that_o bind_v a_o man_n conscience_n this_o relative_a bond_n of_o conscience_n be_v twofold_a first_o other_o man_n may_v bind_v our_o conscience_n as_o magistrate_n and_o master_n and_o parent_n who_o though_o they_o can_v bind_v conscience_n as_o they_o be_v man_n yet_o when_o they_o have_v authority_n from_o god_n their_o command_n have_v god_n seal_n upon_o they_o and_o do_v bind_v i_o say_v in_o relation_n to_o god_n law_n which_o bid_v we_o obey_v they_o rom._n 13.5_o you_o must_v needs_o be_v subject_n not_o only_o for_o wrath_n but_o also_o for_o conscience_n sake_n the_o apostle_n there_o speak_v of_o magistrate_n and_o he_o tell_v we_o that_o their_o law_n bind_v our_o conscience_n in_o relation_n to_o god_n and_o therefore_o we_o must_v be_v subject_a unto_o they_o obey_v viz._n 1._o such_o as_o do_v virtual_o flow_v from_o god_n word_n though_o not_o express_o command_v in_o it_o 2._o such_o as_o be_v good_a and_o wholesome_a and_o profitable_a for_o the_o commonwealth_n these_o though_o they_o be_v not_o particular_o command_v in_o god_n word_n yet_o be_v they_o by_o virtue_n of_o it_o enjoin_v and_o therefore_o to_o neglect_v they_o and_o be_v from_o god_n word_n for_o so_o far_o only_o they_o receive_v force_n from_o god_n law_n this_o be_v the_o first_o conclusion_n 2._o conclusion_n 2._o the_o commandment_n of_o magistrate_n and_o those_o that_o be_v in_o authority_n lose_v their_o power_n of_o bind_v the_o conscience_n in_o four_o case_n 1._o when_o they_o command_v that_o which_o though_o in_o itself_o it_o be_v not_o simple_o and_o absolute_o sinful_a and_o unlawful_a yet_o it_o do_v put_v we_o upon_o a_o necessity_n of_o sin_v as_o for_o example_n if_o a_o magistrate_n command_v single_a life_n to_o all_o minister_n this_o thing_n be_v not_o in_o itself_o simple_o unlawful_a for_o it_o be_v lawful_a to_o marry_v and_o it_o be_v lawful_a not_o to_o marry_v yet_o this_o commandment_n be_v unlawful_a because_o it_o will_v put_v minister_n upon_o a_o necessity_n of_o sin_v the_o reason_n be_v because_o all_o have_v not_o this_o power_n and_o therefore_o such_o a_o commandment_n as_o this_o will_v not_o bind_v conscience_n for_o the_o conscience_n can_v be_v bind_v to_o impurity_n or_o a_o apparent_a danger_n of_o impurity_n and_o therefore_o though_o the_o thing_n be_v not_o simple_o unlawful_a yet_o the_o commandment_n be_v simple_o unlawful_a and_o do_v not_o bind_v conscience_n the_o apostle_n make_v such_o a_o commandment_n to_o argue_v a_o sear_a conscience_n in_o the_o commander_n and_o therefore_o none_o but_o a_o sear_a conscience_n can_v think_v it_o be_v bind_v by_o it_o 1._o tim._n 4.2_o 3._o 2._o the_o commandment_n of_o magistrate_n lose_v their_o power_n of_o bind_v the_o conscience_n when_o they_o command_v thing_n that_o be_v unlawful_a in_o themselves_o and_o contrary_a to_o the_o word_n of_o god_n in_o this_o case_n they_o do_v not_o bind_v conscience_n because_o god_n seal_n be_v not_o on_o they_o we_o have_v a_o example_n of_o this_o in_o the_o three_o bless_a child_n 3.16_o who_o when_o the_o king_n command_v they_o to_o worship_v the_o image_n that_o he_o have_v set_v up_o they_o do_v not_o conceive_v themselves_o bind_v in_o conscience_n to_o obey_v they_o will_v rather_o suffer_v torment_n then_o obey_v it_o so_o also_o than_o they_o lose_v their_o power_n of_o bind_v the_o conscience_n but_o here_o i_o must_v tell_v you_o of_o a_o caution_n viz._n that_o this_o liberty_n may_v be_v consider_v in_o a_o double_a respect_n 1._o in_o regard_n of_o itself_o the_o liberty_n itself_o 2._o in_o regard_n of_o the_o exercise_n or_o use_v of_o this_o liberty_n now_o there_o be_v a_o very_a great_a difference_n between_o these_o two_o consideration_n as_o there_o be_v a_o great_a difference_n between_o a_o man_n have_v a_o sword_n and_o a_o man_n wear_v a_o sword_n the_o magistrate_n may_v restrain_v a_o man_n from_o wear_v a_o sword_n at_o such_o or_o such_o a_o time_n though_o he_o do_v not_o take_v his_o sword_n from_o he_o so_o there_o be_v difference_n between_o the_o have_v our_o liberty_n and_o the_o use_v our_o liberty_n there_o be_v a_o liberty_n purchase_v for_o god_n child_n whereby_o all_o thing_n be_v become_v lawful_a unto_o they_o all_o thing_n be_v lawful_a unto_o i_o 14.14_o say_v
