many_o of_o which_o be_v far_o enough_o from_o be_v divine_a they_o be_v express_o call_v ruler_n in_o the_o 3_o v_o and_o be_v the_o object_n of_o fear_n which_o can_v punish_v and_o reward_v if_o thou_o will_v not_o be_v afraid_a of_o the_o power_n 〈◊〉_d 〈◊〉_d 〈◊〉_d 〈◊〉_d 〈◊〉_d do_v that_o which_o be_v good_a and_o thou_o shall_v have_v praise_n of_o the_o same_o now_o i_o think_v no_o law_n force_v now_o though_o law_n may_v be_v disobey_v it_o be_v only_a lawgiver_n and_o ruler_n who_o be_v capable_a of_o resistance_n 2._o but_o however_o these_o high_a power_n may_v signify_v prince_n and_o ruler_n as_o govern_v according_a to_o know_a law_n no_o this_o can_v be_v neither_o because_o the_o apostle_n speak_v of_o such_o power_n as_o be_v under_o the_o government_n of_o no_o law_n as_o it_o be_v sufficient_o know_v the_o roman_a emperor_n be_v not_o their_o will_n be_v their_o law_n and_o they_o make_v or_o repeal_v law_n at_o their_o pleasure_n this_o epistle_n be_v write_v either_o under_o claudius_n or_o nero_n and_o i_o think_v i_o need_v not_o tell_v you_o that_o neither_o of_o those_o emperor_n have_v any_o great_a reverence_n for_o law_n and_o yet_o these_o be_v the_o high_a power_n to_o who_o the_o apostle_n command_v they_o to_o be_v subject_a and_o indeed_o though_o there_o be_v a_o vast_a difference_n between_o a_o prince_n who_o by_o the_o fundamental_a constitution_n of_o his_o kingdom_n aught_o to_o govern_v by_o law_n and_o a_o prince_n who_o will_n be_v his_o law_n yet_o no_o law_n can_v come_v into_o the_o notion_n and_o definition_n of_o supreme_a and_o sovereign_a power_n such_o a_o prince_n be_v under_o the_o direction_n but_o can_v proper_o be_v say_v to_o be_v under_o the_o government_n of_o the_o law_n because_o there_o be_v no_o man_n ought_v to_o be_v reward_v and_o not_o punish_v nay_o they_o suffer_v contrary_a to_o those_o law_n which_o command_v they_o to_o do_v that_o good_a for_o which_o they_o suffer_v thus_o the_o christian_n suffer_v under_o pagan_a emperor_n for_o worship_v one_o supreme_a god_n and_o refuse_v to_o worship_v the_o numerous_a god_n of_o the_o heathen_n and_o therefore_o according_a to_o these_o principle_n may_v have_v justify_v a_o rebellion_n against_o those_o unjust_a and_o persecute_v power_n but_o the_o apostle_n will_v not_o allow_v this_o to_o be_v a_o just_a cause_n of_o resistance_n as_o i_o have_v already_o show_v you_o and_o yet_o i_o confess_v i_o be_o to_o seek_v for_o the_o reason_n of_o this_o difference_n why_o we_o may_v not_o resist_v a_o prince_n who_o law_n nay_o as_o to_o persecute_v against_o law_n the_o pretence_n for_o resistance_n be_v when_o the_o prince_n persecute_v without_o authority_n now_o i_o say_v a_o prince_n have_v no_o more_o authority_n to_o make_v wicked_a persecute_v law_n than_o to_o persecute_v without_o law_n shall_v a_o popish_a prince_n procure_v all_o our_o good_a law_n for_o the_o protestant_a religion_n to_o be_v repeal_v and_o establish_v popery_n by_o law_n and_o make_v it_o death_n not_o to_o be_v a_o papist_n he_o will_v have_v no_o more_o real_a authority_n to_o do_v this_o than_o to_o persecute_v protestant_n without_o repeal_n the_o law_n a_o sovereign_n and_o unaccountable_a power_n will_v justify_v both_o so_o as_o to_o make_v resistance_n unlawful_a but_o if_o it_o can_v justify_v both_o it_o can_v justify_v neither_o for_o a_o prince_n have_v no_o more_o authority_n to_o make_v a_o bad_a law_n than_o to_o break_v a_o good_a one_o so_o that_o this_o principle_n will_v lead_v they_o of_o public_a government_n now_o in_o answer_n to_o this_o i_o ready_o grant_v that_o every_o man_n have_v a_o natural_a right_n to_o preserve_v and_o defend_v his_o life_n by_o all_o lawful_a mean_n but_o we_o must_v not_o think_v every_o thing_n lawful_a which_o we_o have_v strength_n and_o power_n and_o opportunity_n to_o do_v and_o therefore_o to_o give_v a_o full_a answer_n to_o this_o plea_n let_v we_o consider_v 1._o that_o self-defence_n be_v never_o allow_v by_o god_n or_o nature_n against_o public_a authority_n but_o only_o against_o private_a violence_n there_o be_v a_o time_n when_o father_n have_v the_o power_n of_o life_n and_o death_n over_o their_o own_o child_n now_o i_o will_v only_o ask_v these_o man_n whether_o if_o a_o son_n at_o that_o time_n see_v his_o father_n come_v world_n and_o yet_o it_o may_v be_v justify_v by_o this_o principle_n of_o self-defence_n as_o it_o be_v urge_v by_o those_o man_n which_o be_v a_o plain_a argument_n that_o it_o be_v false_a it_o be_v a_o express_a law_n that_o he_o that_o smite_v his_o father_n or_o his_o mother_n shall_v be_v sure_o put_v to_o death_n 21_o exod._n 15._o and_o yet_o then_o the_o power_n of_o parent_n be_v restrain_v by_o public_a law_n and_o the_o authority_n of_o a_o prince_n be_v not_o less_o sacred_a than_o of_o a_o parent_n he_o be_v god_n minister_n and_o vicegerent_n and_o subject_n be_v confusion_n and_o occasion_n the_o miserable_a slaughter_n of_o more_o man_n than_o a_o long_a succession_n of_o tyrant_n can_v destroy_v such_o man_n sacrifice_v many_o thousand_o life_n both_o of_o friend_n and_o enemy_n the_o happiness_n and_o prosperity_n of_o many_o thousand_o family_n the_o public_a peace_n and_o tranquillity_n of_o the_o nation_n to_o a_o private_a self-defence_n and_o if_o already_o show_v you_o that_o no_o government_n can_v be_v secure_a without_o a_o irresistible_a and_o unaccountable_a power_n so_o that_o the_o natural_a right_n of_o self-defence_n be_v so_o far_o from_o justify_v rebellion_n against_o prince_n that_o it_o absolute_o condemn_v it_o as_o destructive_a of_o the_o best_a and_o most_o effectual_a mean_n to_o preserve_v ourselves_o for_o though_o by_o nonresistance_n a_o man_n may_v expose_v his_o life_n to_o the_o fury_n of_o a_o tyrant_n so_o he_o may_v loose_v his_o life_n in_o any_o other_o way_n of_o defence_n but_o public_a government_n much_o authority_n and_o obligation_n with_o it_o that_o the_o injure_a person_n have_v no_o redress_n but_o must_v patient_o submit_v and_o thus_o it_o must_v necessary_o be_v or_o there_o can_v be_v illegal_a act_n bind_v and_o obligatorie_n to_o the_o subject_n when_o pronounce_v by_o a_o competent_a judge_n if_o it_o be_v say_v that_o this_o very_a authority_n be_v owe_v to_o the_o law_n which_o appoint_v judge_n and_o magistrate_n to_o decide_v controversy_n and_o order_n appeal_n from_o inferior_a to_o superior_a court_n i_o will_v only_o ask_v one_o short_a question_n whether_o intention_n of_o the_o law_n whence_o then_o do_v a_o illegal_a act_n or_o judgement_n derive_v its_o authority_n and_o obligation_n the_o answer_n be_v plain_a it_o be_v from_o the_o authority_n of_o the_o person_n who_o act_n or_o judgement_n it_o be_v it_o will_v be_v of_o great_a use_n to_o this_o controversy_n to_o make_v this_o plain_a and_o obvious_a to_o every_o understanding_n which_o therefore_o i_o shall_v endeavour_v to_o do_v as_o brief_o as_o may_v be_v 1._o then_o i_o observe_v that_o there_o must_v be_v a_o personal_a power_n and_o authority_n antecedent_n to_o all_o civil_a law_n for_o there_o can_v be_v no_o law_n without_o a_o lawmaker_n and_o there_o can_v be_v no_o lawmaker_n unless_o there_o be_v one_o or_o more_o person_n invest_v with_o the_o power_n of_o the_o law_n make_v the_o king_n he_o distinguish_v a_o king_n from_o a_o tyrant_n and_o his_o meaning_n be_v that_o to_o govern_v by_o law_n make_v a_o sovereign_a prince_n a_o king_n as_o king_n signify_v a_o just_a and_o equal_a and_o beneficial_a power_n and_o authority_n as_o appear_v from_o the_o reason_n he_o give_v for_o it_o non_fw-la est_fw-la enim_fw-la rex_fw-la ubi_fw-la dominatur_fw-la voluntas_fw-la &_o non_fw-la lex_fw-la he_o be_v no_o king_n who_o govern_v by_o arbitrarie_a will_n and_o not_o by_o law_n not_o that_o he_o be_v no_o sovereign_a prince_n but_o he_o be_v a_o tyrant_n and_o not_o a_o king_n 3._o and_o hence_o it_o evident_o follow_v that_o the_o be_v of_o sovereign_a power_n be_v independent_a on_o law_n that_o be_v as_o a_o sovereign_a prince_n do_v not_o receive_v his_o power_n from_o the_o law_n so_o shall_v he_o violate_v the_o law_n by_o which_o he_o be_v bind_v to_o govern_v yet_o he_o do_v not_o forfeit_v his_o power_n he_o break_v
