the_o latter_a or_o consistent_a with_o it_o and_o consequent_o bind_v in_o ordinary_a case_n and_o in_o orderly_a time_n or_o else_o the_o law_n be_v not_o a_o wholesome_a law_n but_o when_o the_o observation_n of_o the_o law_n by_o reason_n of_o the_o conjuncture_n of_o circumstance_n or_o the_o iniquity_n of_o the_o time_n contingency_n which_o no_o lawgiver_n can_v either_o certain_o foresee_v or_o if_o foresee_a sufficient_o provide_v against_o will_v rather_o be_v prejudicial_a than_o advantageous_a to_o the_o public_a or_o be_v manifest_o attend_v with_o such_o inconvenience_n example_n to_o set_v light_n by_o all_o authority_n and_o to_o take_v the_o liberty_n to_o obey_v and_o disobey_v the_o law_n of_o their_o sovereign_n at_o their_o pleasure_n but_o this_o objection_n after_o we_o be_v once_o satisfy_v concern_v the_o former_a need_v not_o much_o trouble_v we_o for_o 1._o it_o seem_v a_o unreasonable_a thing_n in_o case_n of_o great_a exigence_n such_o as_o we_o
