be_v say_v to_o be_v affirm_v or_o reverse_v by_o parliament_n and_o yet_o though_o in_o that_o sense_n the_o house_n of_o lord_n be_v well_o enough_o call_v the_o parliament_n yet_o be_v it_o not_o the_o high_a court_n of_o parliament_n which_o be_v the_o supreme_a judgement_n power_n and_o authority_n of_o the_o kingdom_n and_o that_o we_o may_v easy_o see_v in_o this_o that_o though_o the_o lord_n have_v power_n there_o to_o reverse_v the_o judgement_n of_o their_o inferior_a court_n yet_o have_v they_o not_o power_n to_o reverse_v their_o own_o judgement_n nor_o to_o restore_v again_o any_o judgement_n that_o they_o have_v reverse_v for_o they_o judge_v ministerial_o and_o not_o sovereign_o do_v as_o well_o bind_v their_o own_o hand_n as_o the_o hand_n of_o their_o inferior_n whereas_o the_o absolute_a sovereign_a power_n do_v not_o so_o but_o may_v reverse_v any_o judgement_n that_o they_o themselves_o have_v give_v and_o again_o restore_v the_o judgement_n that_o they_o themselves_o reverse_v for_o the_o absolute_a supreme_a court_n have_v juris_fw-la dandi_fw-la dictionem_fw-la can_v never_o be_v at_o the_o last_o period_n of_o her_o jurisdiction_n but_o look_v determination_n there_o only_o have_v no_o vote_n at_o all_o no_o more_o than_o in_o all_o other_o court_n of_o ministerial_a jurisdiction_n sometime_o we_o use_v the_o word_n parliament_n for_o the_o two_o house_n of_o parliament_n only_o and_o that_o in_o regard_n they_o be_v the_o gross_a of_o the_o body_n whereof_o the_o parliament_n consist_v there_o want_v only_o the_o sovereign_a head_n to_o complete_a it_o but_o the_o two_o house_n alone_o without_o the_o king_n be_v so_o far_o from_o be_v the_o supreme_a and_o high_a court_n of_o parliament_n as_o that_o they_o be_v not_o at_o all_o a_o complete_a court_n neither_o can_v they_o so_o unite_v or_o conjoin_v as_o to_o be_v a_o entire_a court_n of_o either_o sovereign_a or_o ministerial_a jurisdiction_n but_o be_v two_o distinct_a court_n if_o so_o be_v the_o house_n of_o commons_o which_o can_v minister_v a_o oath_n nor_o fine_a nor_o imprison_v any_o but_o their_o own_o member_n may_v be_v call_v a_o court_n then_o be_v commons_o be_v every_o of_o they_o by_o law_n trust_v for_o their_o own_o respective_a interest_n to_o be_v the_o only_o assure_v conservator_n of_o the_o right_n that_o do_v belong_v unto_o they_o and_o may_v therefore_o every_o one_o of_o they_o free_o dissent_v from_o the_o vote_n of_o the_o other_o two_o nor_o be_v their_o any_o danger_n that_o it_o shall_v be_v so_o but_o contrary_o the_o most_o assure_a safety_n that_o may_v be_v for_o the_o consequence_n of_o their_o not_o agree_v can_v be_v no_o worse_o than_o that_o their_o several_a interest_n shall_v still_o remain_v in_o the_o but_o in_o parliament_n the_o peer_n and_o commons_o neither_o sit_v nor_o vote_n for_o the_o king_n but_o for_o themselves_o and_o the_o law_n appoint_v the_o king_n himself_o to_o give_v his_o own_o but_o with_o the_o three_o become_v a_o firm_a and_o useful_a seat_n and_o make_v that_o sacred_a tripos_n from_o whence_o the_o civil_a oracle_n of_o our_o law_n be_v deliver_v when_o therefore_o we_o speak_v of_o the_o sovereign_a power_n and_o authority_n of_o the_o parliament_n that_o never_o be_v to_o be_v understand_v of_o the_o power_n of_o the_o two_o house_n only_o nor_o any_o such_o sovereign_a power_n to_o be_v ascribe_v unto_o they_o now_o in_o the_o last_o place_n we_o use_v the_o word_n parliament_n for_o the_o three_o order_n of_o parliament_n agree_v in_o their_o vote_n then_o and_o then_o only_o use_v we_o the_o word_n parliament_n proper_o and_o in_o that_o sense_n only_o be_v the_o parliament_n the_o supreme_a court_n the_o high_a judicatory_a and_o most_o sovereign_a power_n and_o authority_n in_o the_o kingdom_n but_o we_o must_v ever_o understand_v that_o it_o be_v not_o the_o most_o sovereign_a court_n for_o any_o sovereignty_n place_v in_o the_o two_o house_n and_o from_o they_o transfer_v or_o communicate_v to_o his_o majesty_n by_o their_o join_v or_o consent_v with_o he_o but_o it_o be_v therefore_o
the_o most_o sovereign_a court_n because_o every_o complete_a and_o perfect_a act_n of_o it_o be_v the_o act_n of_o the_o personal_a will_n and_o power_n of_o the_o sovereign_n himself_o stand_v in_o his_o high_a estate_n royal_a judge_n and_o through_o the_o concurrence_n of_o those_o that_o be_v the_o instrumental_n of_o his_o restraint_n more_o free_o and_o absolute_o work_v there_o than_o in_o virtue_n of_o his_o own_o natural_a strength_n and_o not_o by_o any_o receive_v from_o they_o so_o the_o natural_a right_n and_o interest_n of_o the_o sovereignty_n be_v sole_o in_o the_o king_n and_o the_o peer_n and_o commons_o be_v only_o interest_v in_o the_o office_n of_o restrain_v for_o the_o regular_a work_n of_o true_a legitimate_a sovereignty_n in_o whatsoever_o the_o peer_n and_o they_o also_o true_o the_o act_n of_o the_o whole_a high_a court_n of_o parliament_n because_o that_o every_o of_o the_o three_o estate_n contribute_v their_o power_n according_a to_o the_o diversity_n of_o their_o office_n and_o interest_n the_o two_o house_n by_o remit_v through_o the_o consent_v the_o restraint_n and_o the_o king_n by_o use_v his_o then_o unrestrained_a power_n we_o be_v also_o to_o consider_v that_o though_o this_o high_a court_n of_o the_o three_o order_n be_v the_o supreme_a judicatory_a of_o the_o kingdom_n yet_o it_o have_v not_o that_o superiority_n of_o judgement_n ascribe_v to_o it_o for_o any_o sovereign_a faculty_n it_o have_v in_o discern_v the_o true_a dictate_n and_o result_v of_o law_n no_o more_o than_o of_o any_o other_o particular_a all_o the_o three_o order_n who_o have_v mean_n to_o have_v the_o best_a information_n of_o law_n that_o the_o whole_a profession_n do_v afford_v and_o be_v suppose_v to_o use_v it_o and_o likewise_o for_o the_o great_a power_n they_o have_v to_o bind_v all_o other_o judgement_n and_o to_o make_v their_o sentence_n law_n though_o as_o we_o have_v say_v it_o be_v not_o law_n before_o but_o we_o be_v further_a to_o observe_v that_o in_o the_o point_n of_o make_v of_o law_n the_o law_n restrain_v thus_o the_o sovereign_a power_n to_o the_o consent_n of_o the_o peer_n and_o commons_o the_o more_o that_o by_o this_o regulation_n it_o purge_v it_o from_o destructive_a exorbitance_n the_o more_o tender_a it_o grow_v of_o the_o just_a and_o legitimate_a right_n thereof_o remain_v and_o therefore_o consider_v the_o person_n of_o the_o sovereign_a to_o be_v single_a and_o his_o power_n counterpoise_v by_o the_o oppose_a wisdom_n of_o the_o two_o numerous_a body_n of_o the_o two_o by_o our_o law_n as_o that_o unless_o we_o will_v reject_v the_o judgement_n and_o recognition_n of_o all_o our_o parliament_n and_o especial_o of_o all_o our_o most_o sincere_a and_o unquestioned_a parliament_n all_o the_o time_n of_o queen_n elizabeth_n and_o ever_o since_o all_o which_o do_v not_o only_o affirm_v but_o swear_v it_o it_o will_v be_v idle_a to_o go_v about_o to_o make_v praise_n of_o it_o but_o when_o the_o incredible_a perverseness_n of_o some_o and_o in_o particular_a of_o he_o that_o write_v the_o treachery_n and_o disloyalty_n of_o papist_n etc._n etc._n do_v not_o only_o
