by_o the_o grace_n of_o god_n king_n and_o queen_n of_o great-britain_n france_n and_o ireland_n defender_n of_o the_o faith_n to_o our_o lion_n king_n at_o arm_n and_o his_o brethren_n herald_n macer_n of_o our_o privy_a council_n pursuivant_n messenger_n at_o arm_n our_o sheriff_n in_o that_o part_n conjunct_o and_o several_o special_o constitute_v greeting_n forasmuch_o as_o several_a person_n of_o late_o have_v go_v from_o this_o our_o ancient_a kingdom_n of_o scotland_n into_o the_o kingdom_n of_o france_n and_o other_o have_v come_v from_o france_n into_o this_o kingdom_n upon_o evil_a design_n against_o the_o government_n therefore_o we_o with_o advice_n of_o the_o lord_n of_o our_o privy_a council_n do_v hereby_o inhibit_v and_o discharge_v all_o person_n whatsoever_o who_o intend_v to_o go_v out_o of_o this_o our_o ancient_a kingdom_n during_o this_o time_n of_o war_n to_o depart_v forth_o of_o the_o same_o until_o first_o they_o apply_v themselves_o to_o and_o receive_v a_o pass_n from_o any_o one_o of_o the_o say_n lord_n of_o our_o privy_a council_n for_o the_o time_n be_v within_o twenty_o mile_n of_o the_o say_n person_n their_o residence_n and_o in_o case_n there_o be_v not_o a_o privy_a counsellor_n within_o that_o space_n than_o any_o two_o of_o the_o commissioner_n of_o supply_n within_o the_o shire_n where_o the_o person_n or_o person_n crave_a the_o say_n pass_n dwell_v and_o reside_v who_o have_v accept_v and_o qualify_v themselves_o by_o law_n to_o act_n as_o commissioner_n and_o further_o we_o with_o advice_n foresay_a do_v hereby_o require_v and_o command_v all_o person_n whatsoever_o who_o shall_v come_v into_o this_o kingdom_n at_o their_o entry_n into_o the_o same_o to_o present_v their_o person_n and_o show_v their_o pass_n or_o give_v a_o rational_a account_n of_o themselves_o and_o their_o business_n and_o from_o whence_o they_o come_v upon_o oath_n in_o case_n of_o suspicion_n to_o the_o next_o counsellor_n justice_n of_o peace_n magistrate_n or_o officer_n of_o our_o army_n with_o certification_n to_o such_o person_n as_o shall_v presume_v to_o go_v forth_o of_o this_o kingdom_n without_o pass_n or_o to_o come_v into_o the_o same_o without_o present_v their_o person_n and_o pass_n or_o give_v account_n of_o themselves_o as_o say_v be_v their_o person_n shall_v be_v seek_v for_o and_o if_o apprehend_v shall_v be_v commit_v prisoner_n as_o person_n just_o suspect_v to_o be_v come_v or_o go_v upon_o evil_a design_n against_o the_o government_n and_o sicklike_a we_o with_o advice_n foresay_a do_v hereby_o prohibit_v and_o discharge_v all_o skipper_n and_o master_n of_o ship_n or_o vessel_n that_o they_o receive_v no_o passenger_n beside_o their_o crew_n for_o who_o they_o must_v be_v answerable_a aboard_o their_o ship_n or_o transport_v they_o either_o abroad_o out_o of_o this_o kingdom_n or_o from_o abroad_o into_o this_o kingdom_n except_o such_o as_o shall_v be_v provide_v with_o pass_n in_o manner_n foresay_a and_o we_o with_o advice_n foresay_a do_v hereby_o require_v and_o command_v the_o skipper_n or_o master_n of_o any_o ship_n who_o be_v to_o go_v forth_o of_o this_o kingdom_n before_o they_o set_v sail_n to_o give_v in_o a_o lift_v upon_o oath_n of_o all_o the_o person_n aboard_o of_o their_o ship_n or_o who_o be_v to_o go_v abroad_o with_o they_o contain_v their_o true_a name_n and_o designation_n to_o the_o next_o magistrate_n or_o justice_n of_o peace_n in_o the_o place_n from_o whence_o they_o be_v to_o sail_v and_o require_v and_o command_v the_o skipper_n or_o master_n of_o any_o ship_n who_o shall_v come_v into_o this_o kingdom_n before_o they_o suffer_v any_o of_o their_o passenger_n to_o land_n or_o go_v out_o of_o their_o ship_n to_o give_v in_o list_n in_o manner_n and_o to_o the_o person_n above_o appoint_a with_o certification_n to_o the_o say_n master_n or_o skipper_n if_o they_o failÈie_v to_o give_v in_o the_o foresay_a list_n their_o ship_n and_o vessel_n shall_v be_v arrest_v and_o their_o person_n secure_v until_o they_o be_v proceed_v against_o as_o disobeyer_n of_o our_o authority_n and_o the_o law_n and_o abettor_n of_o rebel_n and_o suspect_v person_n and_o we_o hereby_o require_v and_o appoint_v the_o person_n foresaid_n to_o who_o pass_n be_v appoint_v to_o be_v present_v by_o passenger_n who_o shall_v come_v into_o this_o kingdom_n with_o all_o convenient_a diligence_n to_o transmit_v to_o the_o clerk_n of_o our_o privy_a council_n a_o particular_a account_n of_o such_o passenger_n with_o their_o pass_n as_o shall_v be_v present_v to_o they_o from_o time_n to_o time_n with_o the_o foresaid_n list_n to_o be_v give_v in_o by_o the_o skipper_n or_o master_n of_o ship_n as_o say_v command_v that_o incontinent_a these_o our_o letter_n see_v you_o pass_v to_o the_o mercat-cross_n of_o edinburgh_n and_o to_o the_o mercat-cross_n of_o the_o whole_a remanent_fw-la headburgh_n of_o
