their_o political_a happiness_n nay_o far_o collect_v the_o happiness_n of_o each_o kingdom_n into_o a_o total_a it_o be_v not_o only_o needful_a that_o all_o and_o every_o member_n thereof_o be_v so_o far_o as_o may_v be_v make_v sensible_a thereof_o but_o because_o goodness_n and_o benefit_n be_v more_o or_o less_o as_o it_o be_v extend_v each_o kingdom_n be_v also_o more_o or_o less_o happy_a as_o it_o have_v more_o or_o few_o to_o participate_v thereof_o for_o as_o the_o happiness_n of_o a_o whole_a kingdom_n must_v collective_o consider_v be_v great_a than_o the_o happiness_n of_o any_o single_a person_n or_o order_n in_o the_o same_o so_o must_v the_o happiness_n of_o one_o kingdom_n increase_v above_o that_o of_o another_o in_o proportion_n as_o the_o person_n by_o they_o make_v happy_a do_v differ_v in_o number_n and_o therefore_o we_o must_v also_o say_v that_o by_o happiness_n of_o a_o kingdom_n we_o understand_v that_o whole_a stock_n of_o pleasure_n and_o can_v befall_v any_o kingdom_n not_o only_o as_o in_o its_o self_n but_o as_o it_o be_v whole_o irreparable_a no_o when_o we_o see_v the_o ploughman_n the_o shepherd_n the_o spinster_n or_o the_o like_a to_o be_v intent_n in_o their_o labour_n and_o provide_v food_n and_o clothing_n for_o we_o these_o we_o may_v true_o call_v commonwealthsman_n forasmuch_o as_o they_o do_v by_o their_o occupation_n make_v real_a improvement_n without_o the_o loss_n of_o other_o whereas_o he_o that_o through_o public_a disturbance_n have_v

general_a appetite_n and_o affection_n in_o we_o call_v will_n which_o by_o reason_n it_o have_v be_v found_v upon_o the_o continual_a experience_n of_o the_o different_a concern_v and_o issue_v of_o these_o lesser_a appetite_n can_v be_v only_o able_a to_o say_v which_o and_o how_o far_o any_o of_o they_o shall_v prevail_v for_o subject_n be_v to_o be_v take_v only_o as_o competent_a judge_n of_o
