like_o it_o if_o it_o be_v carry_v on_o by_o a_o conjunction_n of_o some_o of_o the_o force_n of_o the_o confederate_n and_o back_v by_o a_o strong_a fleet._n then_o will_v it_o soon_o alter_v the_o scene_n and_o distract_v the_o council_n and_o break_v the_o measure_n of_o the_o enemy_n as_o not_o know_v where_o the_o storm_n will_v fall_v which_o will_v consequent_o oblige_v they_o to_o make_v a_o defensive_a war_n in_o all_o part_n and_o will_v england_n but_o exert_n its_o strength_n i_o doubt_v not_o but_o it_o will_v soon_o pull_v down_o the_o pride_n and_o haughty_n look_v of_o that_o aspire_a monarch_n who_o insatiable_a ambition_n be_v such_o that_o he_o have_v make_v europe_n a_o golgotha_n a_o field_n of_o blood_n and_o there_o be_v nothing_o like_o push_v on_o the_o war_n with_o vigour_n a_o linger_a consumption_n be_v worse_o than_o death_n least_o render_v all_o attempt_n of_o this_o nature_n more_o difficult_a and_o it_o be_v ever_o the_o genius_n and_o temper_n of_o the_o english_a as_o do_v witness_n their_o war_n both_o foreign_a and_o domestic_a to_o push_v on_o a_o war_n and_o come_v to_o action_n leave_v the_o event_n to_o providence_n and_o whereas_o the_o number_n of_o loose_a and_o vagrant_a person_n be_v exceed_o increase_v in_o the_o kingdom_n through_o the_o law_n not_o be_v due_o put_v in_o execution_n and_o the_o king_n have_v ever_o have_v a_o power_n of_o take_v these_o up_o by_o warrant_n from_o the_o justice_n of_o the_o peace_n to_o be_v send_v on_o board_n the_o royal_a navy_n therefore_o i_o humble_o conceive_v it_o will_v much_o contribute_v to_o the_o public_a service_n that_o his_o majesty_n may_v have_v the_o same_o liberty_n by_o act_n of_o parliament_n of_o take_v they_o up_o by_o the_o same_o method_n and_o employ_v they_o as_o he_o shall_v think_v fit_a either_o in_o mix_v they_o with_o the_o regular_a troop_n or_o otherwise_o which_o will_v be_v the_o raise_v of_o several_a thousand_o of_o stout_a and_o able_a man_n fit_a for_o service_n who_o be_v now_o but_o drone_n and_o as_o it_o be_v the_o vermin_n of_o the_o land_n but_o by_o these_o mean_n may_v be_v make_v serviceable_a to_o the_o public_a and_o a_o great_a kindness_n it_o will_v be_v to_o all_o part_n of_o the_o kingdom_n i_o be_o my_o lord_n and_o gentleman_n your_o honour_n most_o faithful_a and_o obedient_a servant_n robert_n crosfeild_n to_o the_o reader_n i_o here_o present_a to_o your_o view_n some_o proposition_n which_o i_o hope_v may_v be_v of_o use_n to_o the_o public_a and_o posterity_n for_o which_o they_o be_v intend_v but_o as_o i_o have_v handle_v the_o matter_n but_o weak_o though_o to_o the_o best_a of_o my_o skill_n so_o it_o be_v evident_a through_o the_o whole_a book_n that_o it_o may_v be_v much_o improve_v but_o have_v observe_v with_o much_o regret_n under_o what_o unhappy_a circumstance_n thing_n lay_v in_o reference_n to_o sea-affair_n and_o matter_n grow_v daily_o worse_o and_o worse_o by_o our_o merchant_n be_v so_o long_o detain_v in_o port_n to_o the_o great_a damage_n of_o their_o majesty_n and_o the_o whole_a kingdom_n i_o conceive_v there_o must_v be_v some_o natural_a obstruction_n that_o occasion_v it_o or_o that_o there_o must_v be_v some_o great_a defect_n in_o those_o measure_n that_o be_v take_v and_o by_o long_o ruminate_v upon_o the_o matter_n my_o thought_n suggest_v to_o i_o that_o i_o have_v discover_v from_o whence_o those_o evil_n do_v proceed_v which_o after_o have_v draw_v into_o some_o form_n i_o then_o presume_v to_o address_v myself_o to_o the_o government_n and_o now_o have_v venture_v to_o expose_v myself_o to_o the_o censure_n of_o the_o world_n and_o it_o be_v not_o any_o vain_a desire_n of_o applause_n that_o have_v induce_v i_o thus_o to_o appear_v in_o print_n but_o a_o due_a sense_n of_o that_o duty_n which_o i_o owe_v to_o their_o majesty_n and_o my_o native_a country_n for_o i_o be_v under_o much_o and_o great_a reluctancy_n before_o i_o can_v bring_v myself_o to_o a_o resolution_n of_o do_v it_o and_o not_o without_o just_a cause_n for_o i_o be_v not_o breed_v a_o scholar_n nor_o ever_o be_v concern_v either_o in_o ship_n or_o custom-house_n affair_n so_o that_o if_o these_o thing_n prove_v successful_a as_o i_o have_v no_o great_a reason_n to_o doubt_v then_o must_v i_o whole_o attribute_v it_o to_o the_o hand_n of_o providence_n it_o be_v the_o opinion_n of_o a_o great_a many_o and_o those_o good_a man_n too_o that_o we_o have_v be_v betray_v and_o a_o general_a outcry_n there_o be_v of_o it_o through_o the_o town_n and_o kingdom_n and_o prosecute_v with_o much_o heat_n and_o i_o believe_v it_o as_o much_o as_o they_o but_o it_o be_v the_o sin_n of_o the_o nation_n which_o have_v betray_v we_o this_o be_v no_o impose_v at_o all_o or_o any_o desire_n i_o have_v of_o be_v advocate_n for_o any_o but_o set_v they_o aside_o and_o calm_o weigh_v and_o consider_v thing_n it_o will_v be_v find_v that_o otherwise_o the_o original_a of_o all_o our_o misfortune_n arise_v from_o those_o method_n that_o be_v take_v for_o the_o supply_v the_o royal_a navy_n with_o sailor_n and_o this_o be_v but_o the_o effect_n of_o natural_a cause_n i_o hope_v no_o man_n will_v be_v offend_v if_o i_o do_v in_o a_o great_a measure_n make_v it_o so_o appear_v if_o he_o will_v serious_o and_o impartial_o peruse_v the_o ensue_a discourse_n before_o he_o give_v judgement_n for_o so_o long_o as_o these_o method_n continue_v in_o use_n we_o can_v humane_o expect_v no_o better_a success_n war_n be_v always_o a_o enemy_n to_o trade_n and_o loss_n will_v come_v whenever_o it_o be_v on_o foot_n notwithstanding_o all_o the_o industry_n that_o can_v be_v use_v but_o it_o be_v seldom_o a_o nation_n do_v obstruct_v and_o annoy_v its_o own_o trade_n but_o that_o have_v be_v our_o misfortune_n for_o for_o near_o half_a the_o year_n all_o port_n have_v in_o they_o those_o that_o be_v enemy_n both_o to_o king_n and_o kingdom_n though_o not_o in_o person_n or_o affection_n yet_o be_v arm_v with_o power_n do_v obstruct_v trade_n and_o prevent_v the_o merchant_n from_o make_v their_o several_a voyage_n who_o will_v carry_v off_o the_o product_n of_o the_o country_n by_o which_o mean_v the_o king_n lose_v vast_a sum_n of_o money_n and_o the_o trade_n of_o the_o nation_n be_v great_o impair_v it_o be_v the_o press_n ketch_v which_o be_v guilty_a of_o all_o this_o and_o it_o be_v by_o reason_n of_o their_o slowness_n and_o difficulty_n they_o meet_v with_o in_o get_v man_n for_o their_o majesty_n service_n which_o be_v the_o grand_a cause_n why_o our_o merchant_n have_v be_v so_o long_o detain_v in_o port_n and_o they_o and_o the_o coaster_n have_v be_v so_o much_o expose_v to_o the_o violence_n of_o the_o enemy_n therefore_o those_o method_n we_o have_v hitherto_o take_v be_v the_o same_o that_o be_v in_o use_v a_o hundred_o year_n ago_o will_v not_o do_v in_o this_o age._n so_o it_o be_v from_o our_o be_v want_v to_o ourselves_o in_o our_o maritime_a affair_n and_o not_o make_v due_a provision_n for_o the_o sailor_n which_o have_v be_v the_o fountain_n from_o whence_o our_o evil_n have_v spring_v and_o not_o from_o any_o great_a force_n of_o the_o enemy_n notwithstanding_o all_o this_o the_o sailor_n be_v as_o zealous_a for_o the_o public_a service_n as_o any_o man_n in_o the_o kingdom_n but_o interest_n and_o self-preservation_n be_v that_o which_o govern_v the_o action_n of_o man_n and_o there_o be_v now_o a_o great_a incongruity_n between_o the_o sailor_n interest_n as_o shall_v be_v make_v appear_v and_o that_o of_o the_o public_a and_o so_o long_o as_o that_o remain_v it_o must_v always_o be_v expect_v they_o will_v decline_v the_o public_a service_n but_o if_o the_o government_n will_v be_v please_v to_o put_v the_o first_o of_o these_o proposition_n in_o execution_n and_o pass_v the_o second_o into_o a_o act_n then_o will_v they_o be_v consentaneous_a for_o by_o they_o the_o sailor_n wage_n will_v be_v reduce_v and_o as_o there_o will_v be_v little_a odds_o between_o the_o king_n pay_n and_o that_o of_o merchantman_n so_o they_o will_v have_v no_o cause_n to_o shun_v the_o service_n neither_o indeed_o can_v they_o and_o their_o encouragement_n to_o it_o will_v be_v great_a for_o they_o will_v have_v the_o benefit_n of_o enjoy_v two_o charity_n whereas_o those_o on_o board_n ship_n of_o trade_n can_v enjoy_v but_o one_o i_o can_v without_o amazement_n call_v to_o mind_v his_o most_o gracious_a majesty_n great_a courage_n bravery_n and_o conduct_n in_o the_o late_a battle_n at_o landen_n which_o be_v to_o the_o astonishment_n of_o his_o enemy_n but_o at_o the_o same_o time_n tremble_v to_o think_v to_o what_o
