mind_n in_o this_o case_n you_o have_v hear_v that_o there_o be_v a_o church-government_n you_o have_v see_v also_o how_o necessary_a it_o be_v to_o the_o well-being_n of_o the_o whole_a church_n and_o the_o member_n thereof_o now_o you_o will_v cast_v about_o to_o see_v where_o it_o be_v to_o be_v have_v that_o so_o you_o may_v be_v make_v partaker_n of_o it_o for_o the_o satisfaction_n of_o god_n own_o warrant_n and_o ordinary_o there_o be_v no_o warrant_n from_o god_n but_o in_o his_o word_n second_o that_o which_o be_v to_o be_v govern_v be_v the_o church_n the_o house_n of_o the_o live_a god_n it_o must_v be_v fashion_v to_o his_o own_o mind_n for_o who_o be_v to_o prescribe_v order_n for_o the_o govern_n of_o the_o house_n but_o the_o master_n of_o the_o house_n and_o who_o shall_v prescribe_v order_n for_o this_o house_n the_o church_n to_o be_v govern_v by_o but_o jesus_n christ_n the_o lord_n and_o master_n of_o this_o house_n and_o we_o can_v know_v the_o mind_n of_o be_v govern_v by_o it_o second_o that_o there_o be_v not_o any_o one_o set_v particular_a form_n of_o church-government_n so_o set_v down_o in_o the_o scripture_n that_o every_o church_n may_v receive_v instruction_n thereby_o how_o to_o be_v govern_v in_o every_o particular_a ceremony_n and_o discipline_n these_o two_o position_n be_v well_o understand_v do_v teach_v we_o all_o thing_n needful_a to_o be_v know_v in_o this_o point_n there_o may_v seem_v to_o be_v some_o contradiction_n betwixt_o they_o the_o one_o affirm_v that_o there_o be_v a_o form_n of_o church_n government_n set_v down_o in_o the_o word_n the_o other_o deny_v it_o but_o this_o be_v only_o in_o show_v a_o contradiction_n and_o be_v easy_o reconcile_v by_o this_o distinction_n it_o be_v one_o thing_n to_o speak_v of_o the_o general_a another_o thing_n to_o speak_v of_o the_o particular_a the_o affirmative_a position_n say_v that_o it_o be_v whole_o set_v down_o there_o in_o the_o general_a and_o partly_o in_o the_o particular_a the_o negative_a say_v it_o be_v not_o there_o whole_o in_o every_o particular_a these_o position_n i_o purpose_v to_o deliver_v by_o way_n of_o observation_n that_o so_o i_o may_v speak_v the_o more_o plentiful_o upon_o they_o observation_n and_o that_o they_o may_v be_v the_o fit_a for_o your_o understanding_n i_o will_v begin_v with_o the_o first_o which_o be_v this_o namely_o doctr._n 1_o that_o the_o whole_a substance_n of_o church-goverment_n be_v so_o set_v down_o in_o scripture_n that_o every_o particular_a church_n may_v receive_v instruction_n and_o direction_n thereby_o how_o they_o ought_v to_o be_v govern_v this_o doctrine_n i_o doubt_v not_o but_o it_o be_v the_o certain_a truth_n of_o god_n matth._n 28.20_o teach_v they_o to_o observe_v and_o do_v whatsoever_o i_o have_v command_v you_o first_o we_o must_v here_o presuppose_v the_o necessity_n of_o church-government_n as_o i_o have_v teach_v before_o and_o second_o that_o it_o be_v god_n ordinance_n as_o i_o have_v also_o before_o show_v and_o than_o it_o must_v needs_o follow_v that_o christ_n give_v it_o in_o charge_n to_o his_o apostle_n and_o so_o they_o teach_v it_o and_o that_o it_o do_v not_o suffice_v that_o they_o be_v in_o some_o part_n of_o the_o church_n where_o most_o need_n be_v and_o last_o the_o christian_a magistrate_n who_o have_v a_o chief_a stroke_n in_o government_n they_o speak_v nothing_o of_o he_o neither_o do_v they_o interpret_v any_o of_o those_o place_n where_o the_o apostle_n speak_v of_o ruler_n of_o the_o christian_a magistrate_n though_o i_o be_o very_o persuade_v that_o it_o be_v to_o be_v understand_v of_o they_o and_o therefore_o they_o err_v in_o these_o particular_n and_o so_o we_o see_v that_o there_o be_v not_o any_o one_o particular_a form_n of_o church-government_n set_v down_o in_o scripture_n which_o every_o particular_a church_n be_v precise_o bind_v to_o observe_v as_o prescribe_v to_o it_o every_o particular_a in_o government_n the_o sixteen_o lecture_n of_o the_o church_n have_v propound_v five_o principal_a head_n to_o be_v treat_v upon_o touch_v church-government_n as_o namely_o first_o the_o harm_n and_o evil_n that_o this_o matter_n have_v occasion_v in_o god_n church_n second_o what_o be_v mean_v by_o these_o word_n church_n and_o government_n three_o how_o necessary_a it_o be_v in_o god_n church_n four_o whether_o there_o be_v any_o prescript_n rule_n in_o god_n word_n for_o it_o and_o last_o if_o there_o be_v not_o than_o what_o be_v to_o be_v do_v in_o that_o case_n i_o have_v proceed_v in_o the_o four_o former_a as_o god_n have_v enable_v i_o church-government_n now_o i_o come_v to_o speak_v of_o the_o five_o namely_o that_o if_o god_n have_v not_o ordain_v any_o prescript_n form_n in_o his_o word_n for_o every_o particular_a in_o government_n than_o what_o be_v to_o be_v do_v in_o this_o case_n the_o resolution_n whereof_o it_o be_v to_o be_v fetch_v from_o that_o which_o have_v be_v former_o speak_v for_o whereas_o every_o particular_a church_n must_v have_v her_o particular_a government_n and_o the_o word_n have_v not_o prescribe_v any_o one_o set_a form_n for_o all_o church_n to_o observe_v in_o every_o particular_a as_o i_o have_v show_v in_o the_o second_o observation_n of_o the_o former_a lecture_n therefore_o every_o particular_a church_n out_o of_o their_o own_o power_n and_o wisdom_n and_o be_v guide_v by_o the_o general_a form_n set_v down_o in_o the_o scripture_n as_o oft_o as_o necessity_n require_v must_v make_v the_o best_a supply_n and_o provision_n for_o themselves_o herein_o that_o they_o can_v howbeit_o because_o the_o whole_a substance_n of_o church-government_n be_v set_v down_o in_o the_o word_n etc._n etc._n as_o i_o show_v in_o the_o first_o observation_n of_o the_o former_a lecture_n therefore_o the_o church_n must_v not_o be_v presumptuous_a and_o licentious_a as_o if_o it_o be_v arbitrary_a and_o as_o if_o they_o may_v ordain_v and_o do_v what_o they_o list_v but_o they_o must_v careful_o see_v that_o whatsoever_o provision_n they_o make_v in_o this_o kind_n be_v such_o as_o may_v well_o stand_v with_o those_o general_a rule_n and_o direction_n which_o the_o word_n afford_v i_o take_v not_o upon_o i_o here_o to_o define_v what_o be_v prescribe_v in_o god_n word_n what_o not_o this_o be_v a_o hard_a task_n too_o curious_a for_o i_o and_o too_o tedious_a for_o you_o that_o be_v leave_v to_o the_o enquiry_n of_o the_o particular_a church_n every_o one_o for_o itself_o and_o the_o promise_n of_o the_o spirit_n to_o lead_v the_o church_n into_o all_o truth_n of_o special_a use_n for_o this_o purpose_n both_o to_o instruct_v the_o church_n what_o be_v prescribe_v and_o what_o be_v not_o as_o also_o to_o help_v and_o direct_v they_o what_o to_o take_v and_o what_o to_o leave_v and_o how_o to_o behave_v themselves_o in_o such_o case_n of_o government_n wherein_o they_o be_v destitute_a of_o particular_a warrant_n for_o each_o particular_a case_n from_o the_o word_n yet_o because_o i_o will_v fain_o inform_v you_o thorough_o of_o the_o whole_a business_n so_o far_o as_o be_v needful_a to_o know_v i_o will_v god_n will_v enlarge_v my_o discourse_n far_o than_o i_o think_v to_o have_v do_v and_o labour_n to_o rip_v it_o up_o from_o the_o very_a bottom_n principal_n the_o whole_a form_n of_o church-government_n as_o i_o conceive_v consist_v of_o three_o principal_n or_o pillar_n as_o i_o may_v call_v they_o first_o of_o some_o action_n and_o duty_n to_o be_v perform_v in_o the_o church_n second_o of_o some_o person_n or_o officer_n that_o be_v to_o perform_v these_o duty_n in_o the_o church_n and_o three_o of_o some_o law_n and_o rule_n that_o these_o person_n be_v to_o be_v direct_v by_o in_o the_o execution_n of_o these_o action_n and_o duty_n which_o be_v to_o be_v do_v in_o the_o church_n and_o if_o once_o you_o can_v tell_v these_o thing_n first_o what_o be_v to_o be_v do_v in_o church-government_n second_o by_o who_o it_o must_v be_v do_v and_o three_o how_o and_o after_o what_o manner_n and_o upon_o what_o ground_n and_o with_o what_o condition_n they_o be_v to_o be_v do_v you_o may_v sit_v down_o well_o satisfy_v and_o resolve_v in_o this_o point_n in_o the_o handle_n of_o all_o these_o point_n i_o shall_v be_v in_o danger_n either_o to_o be_v too_o intricate_a or_o too_o tedious_a too_o intricate_a if_o i_o shall_v handle_v they_o joint_o all_o together_o or_o too_o tedious_a if_o i_o shall_v frame_v a_o several_a discourse_n for_o each_o particular_a by_o itself_o to_o prevent_v both_o i_o will_v first_o propound_v they_o all_o in_o a_o general_a view_n by_o themselves_o and_o then_o i_o will_v instance_n in_o two_o or_o three_o particular_a duty_n fit_v they_o with_o their_o officer_n and_o law_n that_o so_o any_o man_n of_o understanding_n may_v learn_v thereby_o to_o do_v the_o like_a in_o all_o the_o rest_n first_o privilege_n be_v outward_a either_o of_o their_o person_n from_o war_n or_o of_o their_o good_n from_o tax_n or_o the_o place_n consecrat_fw-mi to_o religious_a use_n be_v free_v from_o arrest_n &_o such_o like_a hence_o come_v privilege_v place_n but_o these_o as_o they_o come_v from_o man_n so_o there_o be_v no_o such_o excellency_n nor_o comfort_n in_o they_o &_o they_o be_v intend_v only_o or_o chief_o to_o churchman_n as_o they_o call_v they_o that_o be_v the_o clergy_n but_o yet_o even_o in_o these_o thing_n let_v we_o observe_v god_n love_n to_o his_o church_n for_o as_o it_o be_v the_o lord_n that_o give_v israel_n favour_n in_o the_o sight_n of_o the_o egyptian_n that_o they_o give_v they_o their_o jewel_n etc._n etc._n exod._n 11.3_o sort_n so_o it_o be_v the_o lord_n that_o enlarge_v the_o heart_n of_o those_o prince_n &_o state_n to_o be_v beneficial_a to_o his_o church_n but_o the_o privilege_n we_o seek_v be_v much_o more_o material_a &_o excellent_a and_o be_v common_a to_o the_o whole_a church_n people_n as_o well_o as_o minister_n &_o these_o be_v divine_a privilege_n grant_v immediate_o by_o god_n himself_o and_o these_o be_v of_o diverse_a sort_n general_o they_o be_v of_o two_o sort_n the_o church_n of_o god_n be_v privilege_v partly_o in_o respect_n of_o other_o and_o partly_o in_o respect_n of_o themselves_o in_o respect_n of_o other_o
