that_o his_o majesty_n may_v be_v gracious_o please_v not_o to_o pass_v they_o to_o any_o person_n upon_o suit_n make_v unto_o he_o here_o this_o course_n hold_v preserve_v the_o right_n of_o the_o lieutenant_n place_n and_o his_o person_n in_o that_o honour_n and_o esteem_v which_o can_v only_o enable_v he_o to_o do_v service_n and_o if_o the_o contrary_n happen_v it_o be_v not_o only_o in_o diminution_n to_o he_o but_o draw_v off_o all_o necessary_a dependence_n upon_o he_o and_o regard_n that_o ought_v to_o be_v have_v of_o he_o in_o all_o ready_a obedience_n in_o such_o thing_n he_o please_v not_o to_o grant_v any_o licence_n of_o absence_n out_o of_o that_o kingdom_n to_o any_o councillor_n bishop_n governor_n of_o any_o province_n or_o county_n or_o officer_n of_o state_n or_o of_o the_o army_n or_o to_o any_o of_o the_o judge_n or_o learned_a council_n but_o that_o it_o be_v leave_v to_o his_o lieutenant_n to_o give_v such_o licence_n this_o be_v but_o reasonable_a because_o the_o lord_n lieutenant_n who_o be_v chief_o entrust_v under_o his_o majesty_n with_o the_o care_n and_o government_n of_o that_o kingdom_n be_v the_o most_o competent_a and_o proper_a judge_n who_o in_o public_a employment_n may_v be_v spare_v and_o how_o long_o without_o prejudice_n to_o his_o majesty_n or_o the_o public_a 9_o that_o all_o proposition_n move_v from_o the_o lieutenant_n touch_v matter_n of_o revenue_n may_v be_v direct_v to_o the_o lord_n treasurer_n of_o england_n only_o and_o that_o the_o address_v of_o all_o other_o dispatch_n for_o that_o kingdom_n be_v by_o special_a direction_n of_o his_o majesty_n apply_v to_o one_o of_o
