adjacent_a where_o most_o usual_o heretofore_o any_o fish_n have_v be_v until_o they_o have_v orderly_o demand_v and_o obtain_v licenses_n from_o we_o or_o such_o our_o commissioner_n as_o we_o have_v authorize_v in_o that_o behalf_n viz._n at_o london_n for_o our_o realm_n of_o england_n and_o ireland_n and_o at_o edinburgh_n for_o our_o realm_n or_o scotland_n which_o licenses_n our_o intention_n be_v shall_v be_v yearly_o demand_v for_o so_o many_o vessel_n and_o ship_n and_o the_o 〈◊〉_d thereof_o as_o shall_v intend_v to_o fish_n for_o that_o whole_a year_n or_o any_o part_n thereof_o upon_o any_o of_o our_o coast_n and_o sea_n as_o aforesaid_a upon_o pain_n of_o such_o chastisement_n as_o shall_v be_v 〈◊〉_d to_o be_v inflict_v upon_o such_o wilful_a offender_n give_v at_o our_o palace_n of_o westminster_n the_o 6._o day_n of_o may_n in_o the_o 7_o the_o year_n of_o our_o reign_n of_o great_a britain_n anno_fw-la dom._n 1609._o notwithstanding_o this_o proclamation_n the_o netherlander_n proceed_v still_o in_o their_o way_n of_o encroachment_n upon_o our_o sea_n and_o coast_n through_o the_o whole_a reign_n of_o king_n james_n and_o be_v at_o length_n so_o bold_a as_o to_o contest_v with_o he_o and_o endeavour_v to_o quarrel_v his_o majesty_n out_o of_o his_o right_n pretend_v because_o of_o the_o long_a connivance_n of_o himself_o and_o queen_n elizabeth_n that_o they_o have_v a_o right_n of_o their_o own_o by_o immemorial_n possession_n which_o some_o commissioner_n of_o they_o that_o be_v send_v over_o hither_o have_v the_o confidence_n to_o plead_v in_o terminis_fw-la to_o the_o king_n and_o his_o council_n and_o though_o the_o king_n out_o of_o his_o tenderness_n to_o they_o insist_v still_o upon_o his_o own_o right_n by_o his_o council_n to_o those_o commissioner_n and_o by_o his_o ambassador_n to_o their_o superior_n yet_o they_o make_v no_o other_o use_n of_o his_o indulgence_n than_o to_o tire_v out_o his_o whole_a reign_n insolence_n and_o abuse_v his_o patience_n by_o their_o artificial_a delay_n pretence_n shift_n dilatory_a address_n and_o evasive_a answer_n and_o all_o that_o the_o king_n gain_v by_o the_o tedious_a dispute_n overture_n and_o dispatch_n to_o and_o again_o be_v in_o conclusion_n only_o a_o verbal_a acknowledgement_n of_o those_o right_n which_o at_o the_o same_o time_n that_o they_o acknowledge_v they_o usual_o design_v to_o invade_v with_o much_o more_o insolence_n than_o before_o but_o you_o
