the_o word_n the_o realm_n of_o england_n yet_o notwithstanding_o in_o my_o opinion_n this_o statute_n of_o 23._o h._n 8._o extend_v to_o wales_n for_o although_o the_o statute_n of_o the_o 1._o mar._n give_v power_n to_o commissioner_n in_o glamorganshire_n that_o be_v for_o a_o special_a purpose_n which_o as_o be_v conceive_v the_o statute_n of_o 23._o h._n 8._o do_v not_o in_o england_n extend_v thereunto_o that_o as_o for_o the_o carry_v away_o of_o the_o sand_n which_o be_v throw_v upon_o their_o ground_n but_o in_o that_o statute_n it_o may_v well_o be_v perceive_v that_o the_o statute_n of_o 23._o h._n 8._o be_v of_o force_n there_o and_o insert_v the_o word_n dominion_n of_o wales_n in_o the_o say_a statute_n of_o poor_a and_o rogue_n be_v rather_o of_o superabundance_n to_o satisfy_v some_o which_o may_v nodum_fw-la in_o scirpo_fw-la querere_fw-la make_v a_o doubt_n where_o none_o be_v then_o that_o they_o be_v there_o put_v for_o any_o necessity_n require_v the_o same_o but_o i_o be_o of_o opinion_n that_o in_o this_o new_a spring_v up_o island_n the_o law_n of_o england_n be_v there_o in_o force_n because_o when_o it_o be_v sea_n the_o same_o be_v under_o the_o government_n of_o these_o law_n and_o although_o the_o nature_n and_o quality_n thereof_o be_v change_v viz._n dry_v land_n for_o full_a sea_n yet_o the_o same_o law_n and_o government_n remain_v in_o force_n so_o that_o i_o hold_v this_o new_a island_n within_o the_o statute_n and_o that_o the_o property_n thereof_o be_v the_o king_n now_o occasion_n and_o time_n give_v i_o fit_a opportunity_n to_o treat_v of_o ground_n which_o be_v new_o gain_v from_o the_o sea_n if_o as_o i_o have_v former_o declare_v the_o ground_n be_v the_o king_n when_o they_o be_v cover_v with_o water_n it_o must_v needs_o be_v hold_v a_o infallible_a ground_n that_o they_o be_v also_o the_o king_n when_o the_o water_n have_v leave_v they_o dry_a and_o when_o the_o water_n have_v their_o be_v on_o the_o same_o the_o whole_a profit_n there_o arise_v do_v appertain_v to_o the_o king_n yet_o i_o have_v know_v in_o some_o country_n where_o the_o frontager_n have_v claim_v those_o ground_n so_o which_o be_v the_o life_n of_o they_o both_o but_o land_n and_o ground_n which_o have_v always_o be_v sea_n can_v not_o be_v nor_o lie_v in_o use_n and_o therefore_o they_o can_v be_v claim_v nor_o the_o same_o can_v be_v bound_v out_o by_o prescription_n or_o custom_n yet_o land_n between_o the_o high-water_n mark_v and_o low-water_n mark_v the_o bound_n thereof_o may_v be_v prescribe_v to_o
