prelacy_n which_o we_o intend_v and_o have_v so_o earnest_o contest_v against_o and_o contend_v now_o for_o no_o other_o but_o a_o apostolical_a bishop_n which_o be_v but_o the_o same_o in_o all_o thing_n with_o a_o ordinary_a minister_n or_o presbyter_n which_o bishop_n be_v apostolical_a and_o of_o divine_a institution_n we_o neither_o may_v nor_o can_v nor_o ever_o intend_v to_o abolish_v by_o our_o covenant_n to_o make_v this_o evident_a to_o all_o man_n conscience_n 1_o the_o king_n have_v yield_v to_o take_v away_o all_o the_o power_n and_o jurisdiction_n whatsoever_o exercise_v by_o our_o bishop_n in_o point_n of_o censure_n or_o discipline_n in_o his_o former_a answer_n and_o contend_v for_o nothing_o now_o but_o their_o power_n of_o ordination_n only_o and_o that_o not_o sole_o vest_v in_o the_o bishop_n but_o in_o he_o and_o other_o presbyter_n joint_o yet_o so_o as_o the_o bishop_n shall_v have_v a_o negative_a voice_n in_o ordination_n but_o the_o house_n vote_v this_o unsatisfactory_a because_o that_o the_o bishop_n for_o three_o year_n during_o the_o continuance_n of_o the_o presbyterian_a government_n shall_v have_v the_o chief_a power_n of_o ordination_n &_o after_o those_o three_o year_n the_o sole_a power_n there_o be_v no_o other_o vest_v or_o entrust_v with_o that_o power_n after_o the_o three_o year_n expire_v so_o as_o bishop_n may_v by_o this_o mean_n creep_v in_o and_o get_v up_o again_o by_o degree_n as_o high_a as_o ever_o thereupon_o the_o king_n in_o his_o final_a answer_n hereunto_o though_o not_o full_o satisfy_v in_o point_n of_o conscience_n but_o that_o the_o power_n of_o ordination_n be_v principal_o vest_v only_o in_o bishop_n by_o divine_a authority_n have_v yet_o for_o our_o satisfaction_n thus_o far_o condescend_v to_o we_o first_o that_o for_o three_o year_n next_o ensue_v during_o the_o presbyterial_a government_n no_o bishop_n shall_v at_o all_o exercise_n this_o power_n of_o ordination_n in_o the_o church_n second_o that_o if_o he_o can_v be_v satisfy_v in_o point_n of_o conscience_n within_o that_o time_n upon_o conference_n with_o divine_n that_o this_o power_n of_o ordination_n so_o far_o as_o to_o have_v a_o negative_a voice_n in_o it_o belong_v not_o only_o unto_o apostolical_a bishop_n by_o a_o divine_a right_n then_o he_o will_v full_o consent_v to_o the_o utter_a abolition_n even_o of_o this_o power_n of_o ordination_n in_o the_o bishop_n three_o that_o after_o the_o three_o year_n be_v expire_v if_o the_o king_n can_v neither_o satisfy_v his_o house_n in_o point_n of_o conscience_n nor_o they_o he_o upon_o debate_n that_o this_o power_n of_o ordination_n belong_v jure_fw-la divino_fw-la to_o bishop_n that_o yet_o the_o exercise_n of_o that_o power_n shall_v be_v total_o suspend_v in_o they_o till_o he_o and_o both_o house_n shall_v agree_v upon_o a_o government_n and_o by_o act_n of_o parliament_n settle_v a_o form_n of_o ordination_n so_o as_o if_o both_o house_n never_o consent_v that_o bishop_n shall_v hereafter_o have_v a_o hand_n or_o negative_a voice_n in_o ordination_n this_o power_n of_o bishop_n be_v perpetuay_o suspend_v and_o as_o to_o the_o exercise_n of_o it_o perpetual_o abolish_v even_o by_o this_o concession_n so_o as_o it_o can_v never_o be_v revive_v again_o without_o both_o house_n concur_v assent_n and_o by_o this_o mean_n episcopacy_n be_v total_o extirpate_v root_n and_o branch_n according_a to_o the_o covenant_n which_o have_v be_v so_o much_o press_v in_o this_o debate_n though_o the_o word_n of_o it_o have_v be_v somewhat_o mistake_v that_o we_o therein_o absolute_o covenant_n to_o extirpate_v episcopacy_n when_o as_o the_o word_n be_v only_o that_o we_o shall_v endeavour_v the_o extirpation_n of_o prelacy_n that_o be_v of_o archbishop_n and_o bishop_n etc._n etc._n and_o that_o certain_o we_o have_v do_v and_o in_o a_o great_a measure_n accomplish_v so_o far_o as_o to_o satisfy_v both_o the_o word_n and_o intention_n of_o the_o covenant_n though_o a_o concurrent_a power_n of_o ordination_n be_v leave_v in_o bishop_n which_o yet_o be_v now_o total_o suspend_v for_o as_o we_o covenant_n in_o the_o same_o clause_n to_o endeavour_v to_o root_v out_o popery_n superstition_n heresy_n schism_n profaneness_n and_o whatsoever_o shall_v be_v find_v to_o be_v contrary_a to_o sound_v doctrine_n and_o the_o power_n of_o godliness_n in_o the_o extirpation_n of_o which_o i_o be_o certain_a we_o have_v not_o proceed_v by_o a_o hundred_o degree_n so_o far_o as_o we_o have_v actual_o do_v in_o the_o extirpation_n of_o episcopacy_n there_o be_v no_o proposition_n at_o all_o in_o the_o treaty_n for_o the_o extirpation_n of_o heresy_n schism_n and_o error_n as_o there_o be_v of_o episcopacy_n and_o yet_o the_o gentleman_n who_o be_v so_o zealous_a for_o the_o covenant_n persuade_v themselves_o they_o and_o we_o have_v not_o violate_v it_o in_o these_o particular_n therefore_o much_o less_o in_o the_o point_n of_o prelacy_n and_o bishop_n since_o we_o have_v leave_v they_o nothing_o at_o all_o but_o a_o mere_a power_n of_o ordination_n actual_o suspend_v from_o any_o future_a execution_n but_o by_o both_o house_n assent_n four_o the_o king_n by_o abolish_n archbishop_n and_o dean_n and_o chapter_n have_v also_o therein_o actual_o abolish_v all_o bishop_n too_o for_o the_o future_a except_o those_o who_o be_v already_o make_v for_o by_o the_o law_n and_o custom_n of_o the_o realm_n 8._o no_o bishop_n can_v be_v consecrate_v but_o by_o a_o archbishop_n or_o some_o deputation_n
