proposition_n to_o stand_v as_o to_o the_o english_a and_z as_o to_o the_o scot_n likewise_o if_o the_o parliament_n of_o scotland_n or_o their_o commissioner_n shall_v so_o think_v fit_a branch_n or_o before_o the_o 24_o day_n of_o april_n 1647._o be_v to_o be_v admit_v to_o make_v their_o fine_n and_o composition_n under_o the_o rate_n and_o proportion_n of_o the_o qualification_n aforesaid_a to_o put_v a_o stop_n to_o the_o peace_n propose_v and_o offer_v by_o the_o king_n take_v hereby_o occasion_n to_o oppose_v to_o his_o majesty_n most_o just_a desire_n four_o unreasonable_a demand_n as_o preliminary_a caution_n which_o if_o his_o majesty_n will_v consent_v to_o they_o promise_v to_o treat_v about_o the_o rest_n i._o that_o the_o parliament_n shall_v have_v power_n to_o raise_v settle_v and_o maintain_v the_o force_n by_o sea_n and_o land_n within_o the_o kingdom_n of_o england_n and_o ireland_n etc._n etc._n without_o the_o king_n consent_n it_o be_v declare_v high-treason_n for_o any_o other_o to_o the_o number_n of_o thirty_o to_o meet_v together_o without_o the_o authority_n of_o parliament_n ii_o that_o it_o shall_v be_v lawful_a to_o the_o two_o as_o be_v flat_o opposite_a to_o religion_n the_o crown_n and_o the_o agreement_n make_v betwixt_o the_o kingdom_n of_o england_n and_o scotland_n what_o can_v the_o king_n do_v to_o get_v out_o of_o these_o strait_n if_o he_o grant_v the_o demand_n he_o voluntary_o resign_v up_o the_o government_n and_o if_o he_o refuse_v he_o must_v be_v depose_v with_o the_o ignominious_a brand_n of_o obstinacy_n the_o king_n though_o want_v neither_o greatness_n of_o soul_n nor_o wisdom_n answer_v and_o therefore_o send_v present_o back_o a_o answer_n that_o the_o necessity_n of_o comply_v with_o all_o engage_a interest_n in_o these_o great_a distemper_n for_o a_o perfect_a settlement_n of_o peace_n his_o majesty_n find_v to_o be_v none_o of_o the_o least_o difficulty_n he_o have_v meet_v with_o since_o the_o time_n of_o his_o affliction_n which_o be_v too_o visible_a when_o at_o the_o same_o time_n that_o the_o two_o house_n of_o the_o english_a parliament_n do_v present_a to_o his_o majesty_n several_a bill_n and_o proposition_n for_o his_o consent_n the_o commissioner_n for_o scotland_n do_v open_o protest_v against_o they_o so_o that_o be_v nothing_o in_o the_o case_n but_o the_o consideration_n of_o that_o difference_n his_o majesty_n can_v imagine_v how_o to_o give_v such_o a_o answer_n to_o what_o be_v now_o propose_v as_o thereby_o to_o promise_v himself_o his_o great_a end_n a_o perfect_a peace_n and_o when_o his_o majesty_n far_o consider_v how_o impossible_a it_o be_v in_o the_o condition_n he_o now_o stand_v to_o fulfil_v the_o desire_n of_o his_o two_o house_n since_o the_o only_a ancient_a and_o know_v way_n of_o pass_a law_n be_v either_o by_o his_o majesty_n personal_a assent_n in_o the_o house_n of_o peer_n or_o by_o commission_n under_o his_o great_a seal_n of_o england_n he_o can_v but_o wonder_v at_o such_o fail_n in_o the_o manner_n of_o address_n which_o be_v now_o make_v unto_o he_o unless_o his_o two_o house_n intend_v that_o his_o majesty_n shall_v allow_v of_o a_o great_a seal_n make_v without_o his_o authority_n before_o there_o be_v any_o consideration_n have_v thereupon_o in_o a_o treaty_n which_o as_o it_o may_v hereafter_o hazard_v the_o security_n itself_o so_o for_o the_o present_a it_o seem_v very_o unreasonable_a to_o his_o majesty_n and_o though_o his_o majesty_n be_v willing_a to_o believe_v that_o as_o in_o other_o particular_n so_o by_o give_v a_o arbitrary_a and_o unlimited_a power_n to_o the_o two_o house_n for_o ever_o to_o raise_v and_o levy_v for_o land_n and_o sea-service_n of_o what_o person_n without_o distinction_n and_o quality_n and_o to_o what_o number_n they_o please_v and_o likewise_o for_o the_o payment_n of_o the_o arrear_n to_o levy_v what_o money_n in_o such_o sort_n and_o by_o such_o way_n and_o mean_n and_o by_o consequence_n upon_o the_o estate_n of_o whatsoever_o person_n as_o they_o shall_v think_v fit_a and_o appoint_v which_o be_v utter_o inconsistent_a with_o the_o liberty_n and_o property_n of_o the_o subject_a and_o his_o majesty_n trust_n in_o protect_v they_o so_o that_o if_o the_o major_a part_n of_o both_o house_n shall_v think_v it_o necessary_a to_o put_v the_o rest_n of_o the_o proposition_n into_o bill_n his_o majesty_n leave_v the_o world_n to_o judge_v how_o unsafe_a it_o will_v be_v for_o he_o to_o consent_v thereunto_o not_o unfit_a to_o wish_v his_o two_o house_n to_o consider_v well_o of_o the_o manner_n of_o their_o proceed_n that_o when_o his_o majesty_n desire_v a_o personal_a treaty_n with_o they_o for_o the_o settle_n of_o a_o peace_n they_o in_o answer_n propose_v the_o very_a subject_a matter_n of_o the_o most_o essential_a part_n thereof_o to_o be_v first_o grant_v a_o thing_n which_o will_v be_v hardly_o credible_a to_o posterity_n wherefore_o his_o majesty_n declare_v that_o neither_o the_o desire_n of_o be_v free_v from_o this_o tedious_a and_o irksome_a condition_n of_o life_n his_o
