that_o be_v not_o at_o his_o own_o command_n the_o care_n of_o government_n in_o a_o small_a part_n of_o the_o earth_n be_v so_o great_a and_o troublesome_a that_o by_o the_o consent_n of_o mankind_n the_o manager_n of_o it_o be_v invest_v with_o more_o than_o ordinary_a privilege_n by_o way_n of_o recompense_n for_o they_o but_o what_o be_v these_o to_o the_o solicitous_a thought_n the_o
