call_v one_o great_a sea_n as_o under_o one_o government_n but_o as_o one_o great_a multitude_n which_o be_v call_v a_o great_a sea_n by_o reason_n of_o the_o greatness_n of_o the_o multitude_n and_o be_v well_o represent_v by_o the_o great_a sea_n with_o wind_n ruffle_v the_o wave_n thereof_o by_o reason_n of_o the_o commotion_n and_o war_n one_o against_o another_o b_o but_o that_o a_o multitude_n under_o one_o government_n be_v not_o call_v sea_n unless_o it_o be_v overflow_a some_o other_o government_n i_o deny_v to_o appear_v either_o out_o of_o the_o second_o trumpet_n or_o
