empire_n where_o they_o need_v not_o to_o have_v partner_n if_o they_o be_v slack_a to_o avenge_v quick_a to_o forgive_v if_o they_o use_v correction_n for_o the_o public_a good_a and_o not_o for_o private_a hate_n if_o their_o pardon_n promise_v not_o liberty_n of_o offend_v but_o indeed_o only_a hope_n of_o reformation_n if_o they_o counterpoise_v their_o enforce_a act_n of_o severity_n with_o the_o like_a weight_n of_o bounty_n and_o clemency_n if_o their_o lust_n be_v the_o lesser_a because_o they_o have_v the_o large_a licence_n if_o they_o desire_v to_o rule_v their_o own_o affect_n
