never_o be_v so_o fix_v for_o all_o church_n as_o to_o be_v of_o a_o perpetual_a immutable_a and_o unalterable_a nature_n for_o climate_n custom_n time_n person_n do_v various_o alter_v the_o state_n of_o matter_n so_o that_o what_o be_v prudent_o constitute_v in_o one_o church_n may_v be_v
