world_n this_o be_v a_o contradiction_n to_o what_o at_o other_o time_n they_o will_v grant_v that_o the_o institution_n of_o civil_a power_n and_o authority_n be_v from_o god_n and_o indeed_o if_o it_o be_v not_o i_o know_v not_o how_o any_o prince_n can_v justify_v the_o take_n away_o the_o life_n of_o any_o man_n whatever_o crime_n he_o have_v be_v guilty_a of_o for_o no_o man_n have_v power_n of_o his_o own_o life_n and_o therefore_o can_v give_v this_o power_n to_o another_o which_o prove_v that_o the_o power_n of_o capital_a punishment_n can_v result_v from_o mere_a consent_n commission_n especial_o in_o such_o case_n when_o he_o oppose_v the_o government_n of_o god_n and_o the_o interest_n of_o religion_n and_o oppress_v not_o only_a god_n creature_n but_o his_o most_o faithful_a and_o obedient_a people_n who_o be_v his_o peculiar_a care_n and_o charge_n in_o such_o case_n as_o these_o if_o prince_n do_v not_o receive_v their_o power_n from_o god_n they_o be_v opposite_a and_o rival_a power_n and_o we_o can_v no_o more_o submit_v to_o they_o for_o god_n sake_n than_o we_o can_v submit_v to_o a_o rebel_n for_o the_o sake_n of_o that_o be_v out_o of_o duty_n and_o loyalty_n to_o our_o natural_a prince_n and_o therefore_o when_o the_o apostle_n exhort_v they_o for_o god_n sake_n to_o submit_v to_o their_o king_n he_o plain_o suppose_v what_o st._n paul_n do_v particular_o express_v that_o king_n receive_v their_o power_n from_o god_n and_o therefore_o be_v god_n minister_n even_o when_o they_o abuse_v their_o power_n and_o he_o that_o resist_v st._n peter_n do_v command_v christian_n to_o submit_v to_o king_n and_o governor_n yet_o it_o be_v with_o a_o limitation_n as_o far_o as_o they_o govern_v well_o while_o they_o exercise_v their_o authority_n in_o pursuance_n of_o the_o great_a end_n of_o its_o institution_n for_o the_o punishment_n of_o evil_a doer_n and_o for_o the_o praise_n of_o they_o that_o do_v well_o and_o here_o st._n to_o inquire_v whether_o what_o they_o here_o affirm_v and_o assign_v as_o the_o reason_n of_o their_o subjection_n that_o ruler_n be_v not_o a_o terror_n to_o good_a work_n but_o to_o the_o evil_a be_v true_a of_o the_o roman_a emperor_n and_o governor_n or_o not_o if_o it_o be_v true_a than_o i_o believe_v it_o will_v hold_v true_a of_o all_o king_n in_o all_o age_n of_o the_o world_n for_o there_o can_v well_o be_v great_a tyrant_n than_o the_o roman_a emperor_n be_v at_o this_o time_n and_o so_o this_o will_v prove_v a_o eternal_a reason_n why_o we_o shall_v be_v subject_a to_o prince_n notwithstanding_o the_o many_o fault_n and_o miscarriage_n of_o their_o government_n if_o it_o be_v not_o true_a it_o be_v very_o strange_a that_o two_o such_o great_a apostle_n shall_v use_v such_o a_o argument_n to_o persuade_v christian_n to_o submit_v to_o the_o power_n as_o only_o prove_v the_o quite_o contrary_a that_o they_o ought_v not_o to_o be_v subject_a to_o the_o present_a power_n because_o they_o be_v unjust_a and_o tyrannical_a and_o in_o contradiction_n to_o the_o original_a design_n and_o institution_n of_o civil_a power_n be_v a_o terror_n to_o good_a work_n and_o magistrate_n have_v power_n to_o control_v or_o resist_v their_o sovereign_n prince_n the_o apostle_n tell_v we_o that_o the_o king_n be_v supreme_a but_o over_o who_o be_v he_o supreme_a certain_o over_o all_o in_o his_o dominion_n or_o else_o he_o be_v not_o supreme_a and_o therefore_o he_o be_v supreme_a with_o respect_n to_o subordinate_a magistrate_n as_o well_o as_o private_a subject_n and_o then_o they_o have_v no_o more_o power_n or_o authority_n to_o resist_v than_o any_o private_a subject_n have_v for_o st._n paul_n tell_v we_o the_o high_a power_n be_v irresistible_a which_o will_v be_v a_o strange_a paradox_n if_o every_o little_a officer_n have_v authority_n to_o resist_v he_o and_o yet_o if_o man_n will_v grant_v that_o it_o be_v never_o lawful_a for_o any_o private_a man_n to_o resist_v his_o prince_n it_o be_v not_o worth_a dispute_v whether_o subordinate_a magistrate_n may_v or_o not_o for_o if_o private_a man_n must_v not_o resist_v these_o inferior_a magistrate_n can_v or_o at_o least_o they_o will_v resist_v to_o no_o purpose_n he_o may_v make_v they_o private_a man_n

must_v do_v if_o private_a man_n must_v not_o rebel_v whatever_o authority_n they_o have_v to_o control_v their_o prince_n they_o will_v want_v force_n and_o power_n to_o do_v it_o and_o yet_o it_o will_v be_v a_o lewd_a way_n of_o burlesque_a this_o doctrine_n of_o nonresistance_n to_o make_v no_o more_o of_o it_o than_o this_o that_o when_o st._n paul_n so_o severe_o threaten_v damnation_n against_o those_o who_o resist_v his_o meaning_n be_v that_o private_a subject_n must_v not_o resist_v their_o prince_n unless_o they_o have_v some_o discontent_a and_o factious_a magistrate_n to_o to_o obey_v and_o submit_v for_o as_o for_o trajan_n say_v to_o one_o of_o his_o commander_n when_o he_o deliver_v he_o the_o sword_n use_v this_o for_o i_o if_o i_o govern_v well_o and_o against_o i_o if_o i_o govern_v ill_a it_o only_o signify_v his_o fix_a resolution_n to_o govern_v well_o and_o that_o he_o will_v employ_v it_o in_o no_o ill_a service_n but_o it_o convey_v no_o more_o power_n to_o he_o to_o rebel_v if_o he_o shall_v govern_v ill_a than_o a_o father_n say_v to_o his_o son_n that_o he_o shall_v forgive_v his_o disobedience_n if_o ever_o he_o will_v prove_v unkind_a will_v justify_v the_o disobedience_n of_o the_o son_n if_o his_o father_n shall_v prove_v unkind_a the_o duty_n of_o these_o relation_n be_v fix_v by_o god_n and_o can_v be_v alter_v by_o man_n a_o prince_n may_v divest_v himself_o of_o his_o kingdom_n and_o royal_a power_n but_o while_o he_o continue_v sovereign_a he_o can_v give_v liberty_n to_o any_o man_n to_o resist_v he_o 4._o there_o be_v another_o objection_n not_o only_o to_o invalidate_v st._n peter_n authority_n but_o to_o answer_v all_o the_o argument_n that_o be_v produce_v from_o the_o doctrine_n and_o practice_n of_o christ_n and_o his_o apostle_n to_o enforce_v this_o duty_n of_o nonresistance_n and_o subjection_n to_o prince_n and_o that_o be_v that_o these_o command_n be_v only_o temporary_a and_o oblige_v christian_n while_o they_o want_v force_n and_o power_n to_o resist_v but_o do_v not_o oblige_v we_o when_o we_o can_v resist_v and_o conquer_v too_o i_o have_v sometime_o think_v that_o this_o objection_n ought_v to_o be_v answer_v only_o with_o indignation_n and_o abhorrence_n as_o a_o open_a contempt_n of_o the_o authority_n of_o the_o scripture_n and_o blasphemy_n against_o the_o holy_a spirit_n by_o which_o they_o be_v indict_v but_o it_o may_v be_v it_o be_v better_a to_o answer_v and_o expose_v it_o and_o let_v the_o world_n see_v beside_o the_o notorious_a folly_n of_o it_o how_o near_o a_o kin_n the_o doctrine_n of_o resistance_n be_v to_o atheism_n infidelity_n and_o blasphemy_n 1._o first_o then_o i_o observe_v that_o this_o very_a objection_n suppose_v that_o the_o doctrine_n of_o the_o gospel_n be_v against_o resistance_n for_o those_o who_o evade_v the_o authority_n of_o the_o scripture_n by_o say_v that_o christian_n be_v then_o forbid_v to_o resist_v because_o they_o want_v power_n to_o conquer_v must_v grant_v that_o resistance_n be_v forbid_v which_o be_v a_o plain_a confession_n that_o they_o be_v conscious_a to_o themselves_o that_o all_o the_o art_n they_o have_v use_v to_o make_v the_o scripture_n speak_v their_o sense_n and_o justify_v the_o doctrine_n of_o resistance_n will_v not_o do_v and_o therefore_o when_o man_n be_v once_o reduce_v to_o this_o last_o refuge_n to_o confess_v that_o the_o scripture_n be_v against_o they_o if_o they_o have_v any_o modesty_n leave_v they_o ought_v never_o to_o pretend_v to_o the_o authority_n of_o the_o scripture_n in_o this_o cause_n more_o and_o this_o be_v a_o sufficient_a answer_n to_o all_o man_n who_o have_v any_o reverence_n for_o the_o authority_n of_o the_o scripture_n that_o they_o can_v resist_v their_o prince_n without_o disobey_v the_o plain_a and_o express_v law_n of_o the_o gospel_n for_o he_o be_v a_o bold_a man_n who_o will_v venture_v his_o eternal_a salvation_n upon_o plead_v his_o exemption_n from_o any_o express_a law_n 2._o i_o will_v desire_v all_o man_n who_o have_v any_o reverence_n leave_v for_o the_o religion_n of_o our_o saviour_n to_o consider_v serious_o how_o this_o pretence_n do_v disparage_v and_o weaken_v the_o authority_n of_o the_o gospel_n and_o make_v it_o a_o very_a imperfect_a and_o a_o very_a uncertain_a rule_n of_o life_n which_o every_o man_n may_v fit_v and_o accommodate_v to_o his_o own_o humour_n and_o inclination_n christ_n and_o his_o apostle_n do_v in_o the_o most_o express_a term_n and_o under_o the_o most_o severe_a penalty_n forbid_v the_o resistance_n of_o sovereign_a prince_n but_o say_v these_o man_n this_o law_n do_v not_o oblige_v we_o now_o though_o it_o do_v oblige_v the_o christian_n of_o those_o day_n for_o our_o circumstance_n be_v much_o change_v and_o alter_v the_o christian_n at_o that_o time_n be_v weak_a and_o unable_a to_o resist_v and_o therefore_o be_v teach_v to_o suffer_v patient_o without_o resistance_n but_o thanks_o be_v to_o god_n the_o case_n be_v not_o thus_o now_o and_o therefore_o we_o may_v vindicate_v our_o natural_a and_o religious_a right_n and_o liberty_n against_o all_o unjust_a violence_n now_o observe_v what_o follow_v from_o hence_o 1._o that_o the_o gospel_n of_o our_o saviour_n be_v a_o very_a imperfect_a and_o uncertain_a rule_n of_o life_n that_o it_o absolute_o forbid_v thing_n which_o be_v not_o absolute_o evil_a but_o sometime_o lawful_a without_o allow_v for_o such_o a_o difference_n that_o it_o give_v general_a law_n which_o oblige_v only_o at_o certain_a time_n or_o in_o some_o circumstance_n without_o give_v any_o notice_n in_o what_o case_n they_o do_v not_o oblige_v which_o be_v a_o mighty_a snare_n to_o man_n conscience_n or_o a_o great_a injury_n to_o their_o christian_a liberty_n it_o impose_v this_o hard_a necessity_n upon_o they_o either_o to_o make_v bold_a with_o a_o divine_a law_n if_o they_o do_v resist_v tyrannical_a power_n which_o be_v grievous_a to_o a_o tender_a conscience_n which_o have_v any_o reverence_n for_o god_n or_o to_o suffer_v injurious_o when_o they_o need_v not_o have_v they_o be_v plain_o instruct_v in_o their_o duty_n and_o acquaint_v in_o what_o case_n they_o may_v resist_v and_o in_o what_o not_o and_o i_o think_v there_o can_v be_v a_o great_a reproach_n to_o the_o gospel_n than_o to_o make_v it_o such_o a_o imperfect_a and_o ensnare_a rule_n 2._o nay_o this_o charge_v christ_n and_o his_o apostle_n with_o want_n of_o sincerity_n in_o preach_v the_o gospel_n for_o either_o they_o know_v that_o
resistance_n or_o rebellion_n against_o a_o prince_n who_o persecute_v without_o or_o against_o law_n i_o shall_v only_o ask_v two_o plain_a question_n 1._o whether_o the_o law_n of_o god_n and_o not_o as_o well_o resist_v a_o prince_n who_o persecute_v we_o against_o the_o law_n of_o god_n and_o nature_n as_o one_o who_o persecute_v against_o the_o law_n of_o our_o country_n be_v not_o the_o prince_n as_o much_o bind_v to_o observe_v the_o law_n of_o god_n and_o nature_n as_o the_o law_n of_o his_o country_n if_o so_o than_o their_o distinction_n between_o suffer_v with_o and_o against_o law_n signify_v nothing_o for_o all_o man_n who_o suffer_v for_o well-doing_n suffer_v against_o law_n for_o by_o the_o law_n of_o god_n and_o the_o natural_a end_n of_o humane_a government_n such_o man_n ought_v to_o be_v reward_v and_o not_o punish_v nay_o they_o suffer_v contrary_a to_o those_o law_n which_o command_v they_o to_o do_v that_o good_a for_o which_o they_o suffer_v thus_o the_o christian_n suffer_v under_o pagan_a emperor_n for_o worship_v one_o supreme_a god_n and_o refuse_v to_o worship_v the_o numerous_a god_n of_o the_o heathen_n and_o therefore_o according_a to_o these_o principle_n may_v have_v justify_v a_o rebellion_n against_o those_o unjust_a and_o persecute_v power_n but_o the_o apostle_n will_v not_o allow_v this_o to_o be_v a_o just_a cause_n of_o resistance_n as_o i_o have_v already_o show_v you_o and_o yet_o i_o confess_v i_o be_o to_o seek_v for_o the_o reason_n of_o this_o difference_n why_o we_o may_v not_o resist_v a_o prince_n who_o persecute_v against_o the_o law_n of_o god_n as_o well_o as_o he_o who_o persecute_v against_o the_o law_n of_o england_n 2._o my_o other_o question_n be_v this_o whether_o a_o prince_n have_v any_o more_o authority_n to_o make_v wicked_a and_o persecute_v law_n than_o to_o persecute_v without_o law_n these_o man_n apostate_n tell_v we_o that_o if_o paganism_n or_o popery_n be_v establish_v by_o law_n they_o be_v bind_v to_o suffer_v patient_o for_o their_o religion_n without_o resistance_n but_o since_o christianity_n and_o protestancy_n be_v the_o religion_n of_o the_o nation_n they_o be_v not_o bind_v to_o suffer_v but_o may_v defend_v themselves_o when_o they_o be_v condemn_v by_o no_o law_n but_o if_o we_o examine_v this_o thorough_o it_o be_v a_o very_a weak_a and_o trifle_a cavil_v for_o what_o authority_n have_v a_o wicked_a and_o persecute_v law_n and_o who_o give_v it_o this_o authority_n what_o authority_n have_v any_o prince_n to_o make_v law_n against_o the_o law_n of_o god_n if_o he_o have_v no_o authority_n than_o it_o be_v no_o law_n and_o then_o to_o make_v a_o wicked_a law_n to_o persecute_v good_a man_n be_v the_o same_o thing_n as_o to_o persecute_v without_o law_n nay_o as_o to_o persecute_v against_o law_n the_o pretence_n for_o resistance_n be_v when_o the_o prince_n persecute_v without_o authority_n now_o i_o say_v a_o prince_n have_v no_o more_o authority_n to_o make_v wicked_a persecute_v law_n than_o to_o persecute_v without_o law_n shall_v a_o popish_a prince_n procure_v all_o our_o good_a law_n for_o the_o protestant_a religion_n to_o be_v repeal_v and_o establish_v popery_n by_o law_n and_o make_v it_o death_n not_o to_o be_v a_o papist_n he_o will_v have_v no_o more_o real_a authority_n to_o do_v this_o than_o to_o persecute_v protestant_n without_o repeal_n the_o law_n a_o sovereign_n and_o unaccountable_a power_n will_v justify_v both_o so_o as_o to_o make_v resistance_n unlawful_a but_o if_o it_o can_v justify_v both_o it_o can_v justify_v neither_o for_o a_o prince_n have_v no_o more_o authority_n to_o make_v a_o bad_a law_n than_o to_o break_v a_o good_a one_o so_o that_o this_o principle_n will_v lead_v they_o a_o great_a deal_n far_o than_o they_o pretend_v to_o and_o let_v the_o law_n of_o the_o land_n be_v what_o they_o will_v in_o time_n they_o may_v come_v to_o think_v it_o a_o just_a reason_n for_o rebellion_n to_o pull_v down_o antichrist_n and_o to_o set_v up_o christ_n jesus_n upon_o this_o throne_n this_o i_o hope_n be_v a_o sufficient_a answer_n to_o the_o two_o first_o objection_n that_o we_o be_v bind_v by_o no_o law_n to_o suffer_v against_o law_n and_o that_o the_o prince_n have_v no_o authority_n against_o law_n 3._o the_o next_o objection_n be_v that_o they_o have_v a_o natural_a right_n of_o self-preservation_n and_o self-defence_n against_o unjust_a and_o illegal_a violence_n this_o very_a pretence_n be_v make_v great_a use_n of_o to_o wheadle_n people_n into_o this_o late_a conspiracy_n those_o who_o be_v employ_v to_o prepare_v and_o dispose_v man_n for_o rebellion_n ask_v they_o whether_o they_o will_v not_o defend_v themselves_o if_o any_o man_n come_v to_o cut_v their_o throat_n this_o they_o ready_o say_v they_o will_v when_o they_o have_v gain_v this_o point_n they_o ask_v they_o whether_o they_o do_v not_o value_v their_o liberty_n as_o much_o as_o their_o life_n and_o whether_o they_o will_v not_o defend_v they_o also_o and_o thus_o they_o may_v have_v proceed_v to_o any_o part_n of_o their_o liberty_n if_o they_o have_v please_v for_o they_o have_v the_o same_o right_n to_o any_o part_n as_o to_o the_o whole_a and_o thus_o self-defence_n will_v at_o last_o reach_n to_o the_o small_a occasion_n of_o discontent_n or_o jealousy_n or_o dislike_v of_o public_a government_n now_o in_o answer_n to_o this_o i_o ready_o grant_v that_o every_o man_n have_v a_o natural_a right_n to_o preserve_v and_o defend_v his_o life_n by_o all_o lawful_a mean_n but_o we_o must_v not_o think_v every_o thing_n lawful_a which_o we_o have_v strength_n and_o power_n and_o opportunity_n to_o do_v and_o therefore_o to_o give_v a_o full_a answer_n to_o this_o plea_n let_v we_o consider_v 1._o that_o self-defence_n be_v never_o allow_v by_o god_n or_o nature_n against_o public_a authority_n but_o only_o against_o private_a violence_n there_o be_v a_o time_n when_o father_n have_v the_o power_n of_o life_n and_o death_n over_o their_o own_o child_n now_o i_o will_v only_o ask_v these_o man_n whether_o if_o a_o son_n at_o that_o time_n see_v his_o father_n come_v to_o kill_v he_o and_o that_o as_o he_o think_v very_o unjust_o he_o may_v kill_v his_o father_n to_o defend_v himself_o this_o never_o be_v allow_v by_o the_o most_o barbarous_a nation_n in_o the_o world_n and_o yet_o it_o may_v be_v justify_v by_o this_o principle_n of_o self-defence_n as_o it_o be_v urge_v by_o those_o man_n which_o be_v a_o plain_a argument_n that_o it_o be_v false_a it_o
